Job Description
The Manager, Industrial Security is responsible for overseeing and directing all security-related functions for the Melbourne L3Harris Space and Airborne Systems (S&AS) Business Unit. As the on-site security lead, this role manages and executes all aspects of facility security operations, including SCIF/SAPF management, personnel security, program security support, physical security, information security, document control, badging, and access control.
This position leads the site security team in implementing and maintaining compliance with national security directives, including NISPOM, Intelligence Community Directives (ICDs), and Special Access Program (SAP) requirements. The Manager is expected to work independently with minimal supervision, exercise sound judgment, and demonstrate the flexibility, initiative, and leadership expected of a seasoned security professional.
The role requires frequent interaction with internal stakeholders, external partners, and U.S. Government security officials. The incumbent is also responsible for safeguarding L3Harris intellectual property and ensuring alignment with all corporate policies and security requirements.
Essential Functions

Report to the S&AS Sr. Security Manager with tactical operational control of secure areas and Program Security Officer duties.

Administer personnel security functions, including clearance/access maintenance, program access briefings, issue resolution, and security reporting.

Develop, deliver, and track annual training programs, new hire security briefings, clearance briefings, and debriefings for all cleared employees.

Manage security support for SCI and SAP programs, including operations of SCIFs and SAPFs in accordance with directives and program-specific requirements.

Establish, implement, and enforce security policies, procedures, and protocols in compliance with the National Industrial Security Program and ICD requirements.

Coordinate customer security requirements, including security access requests with U.S. Government agencies.

Serve as liaison with government representatives, contractors, subcontractors, former employees, and internal L3Harris teams on security matters.

Conduct security education and training programs, including indoctrination briefings, debriefings, and refresher training.

Maintain continuous physical security for the facility and accredited secure areas, including oversight of guard/alarm systems and emergency response after hours.

Provide leadership, mentorship, and direction to the security team; foster collaboration and accountability to achieve organizational goals.

Contribute to special projects, including S&AS-wide security process standardization.

Demonstrate flexibility and independence in a fast-paced environment while maintaining the highest standards of professional excellence.
Qualifications

Bachelor’s degree and a minimum of 9 years of relevant experience; OR Graduate degree and a minimum of 7 years of related experience; OR in lieu of a degree, 13+ years of prior related experience.

Active TS/SCI clearance required.
Preferred Additional Skills

Experience as a Cleared Defense Contractor supporting Intelligence Community (IC) or Department of Defense (DoD) programs.

Completion of accredited/approved CSSO course or other professional certifications.

Strong written and verbal communication skills with ability to interface at all levels of corporate management and government customers.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and security management systems/software.

Highly organized, proactive, and detail-oriented with ability to manage multiple priorities and meet time-sensitive deliverables.

Hands-on, self-starter with strong discipline and ability to work independently in a high-volume environment.

Working knowledge of ICDs, NISPOM, SAP directives, and related security standards.

Experience implementing ICD 705 standards.

Active or adjudicated polygraph preferred.
