Job Description:

L3Harris Technologies, Space and Mission Systems, Intel & Cybersecurity is seeking an exceptionally motivated, detail-oriented individual to join our procurement team to support and execute procurement activities related to the acquisition of raw materials, goods, and services. The ideal candidate will have strong attention to detail, excellent interpersonal skills, and a proven track record of delivering procurement results. L3Harris covers a variety of customer segments including U.S. Federal Government, Other Governments, Defense and Aerospace, and Commercial, both international and domestic.  This requires the procurement team to be compliant with all government and agency laws and regulations.

Essential Functions:

• Manages the full end-to-end procurement lifecycle, including strategic sourcing, competitive bidding, price and contract negotiation, contract execution, and ongoing supplier performance management, ensuring alignment with program objectives and organizational goals for low to high complexity of parts.
• Generate Request for Quotes (RFQs) and Purchase Order (PO) packages, which includes, source justifications, commercial certifications, and price justifications along with other FAR/DFARS and Department of Defense (DOD), Contractor Purchasing System Review (CPSR) requirements.
• Successfully able to negotiate best value, lead times, pay terms, milestones, and execute legal documents as required (Purchase Order/contractual, Non-Disclosure Agreements (NDAs), Legal Agreements, Terms and Conditions, etc.).
• Understands how to rationalize price and cost for competitive or sole source buys.
• Understands and applies Federal Acquisition Regulation/Defense Federal Acquisition Regulation Supplement (FAR/DFARS) through TINA and CAS thresholds, Prime and program flow down requirements, Quality Assurance Codes, and Trade Compliance Laws. 
• Establishes, develops, and maintains strategic relationships with key suppliers, serving as a primary point of contact and fostering long-term partnerships that support supply chain stability, performance, and continuous improvement.
• Monitors and analyzes supply chain performance through metrics and KPIs, identifying opportunities and implementing corrective actions to drive cost savings and schedule adherence.
• Participates in continuous improvement initiatives to enhance procurement processes, efficiency, and effectiveness.
• Cultivates and maintains strong internal customer and program relationships, fostering a collaborative environment built on trust, transparency, and a shared commitment to program success.
• Experience presenting procurement strategies, risk assessments, and program updates to senior leadership and program stakeholders.
• Strong written and verbal communication skills.
• Works independently with minimal guidance to achieve operational targets and goals.
• Excellent organizational skills that reflect ability to perform and prioritize multiple tasks with excellent attention to detail.
• Collaborative team player with the ability to work effectively across functional organizations.

Qualifications:

• Bachelor’s Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.

Preferred Additional Skills:

• 4 years of experience with MRP/ERP Software and Microsoft Office
• Proficient in MS Office Suite including Excel, Word, PowerPoint, and Outlook.
• Working knowledge of MRP/ERP systems (e.g., SAP, Oracle) and e-procurement platforms.
• Ability to analyze supply chain data, metrics, and KPIs to support decision-making.
• Moderate knowledge and understanding of Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.
• Ability to develop action plans to increase supplier performance and mitigate supplier risks.
• Self-motivated with a proactive approach to problem-solving with strong decision-making capability.
• Familiarity with FAR/DFARS/ITAR laws, rules, and regulations.
