Job Description:
The Sr. Associate, Global Trade Compliance (Customs) is a full-time position within the Corporate Global Trade function at L3Harris reporting under the Director, Customs Trade Compliance, Global Trade Compliance organization. This position can be either remote or located in the Arlington, VA or Melbourn, FL offices. A Sr. Associate is an intermediate professional with practical knowledge of job area. Works under moderate supervision to set objectives for own job area. Communicates with contacts inside and outside own team to explain and interpret operational processes, practices, and procedures. Identifies and addresses changes within own job area. Works to achieve operational targets with some impact on departmental results.
Essential Functions:
- Support team mission in the continued implementation and management of L3Harris’ Customs Trade Compliance Program, Foreign Trade Regulations (e.g., EEI filing) procedures, and ATA Carnet Management Program via the team’s SharePoint site.
- Customs Compliance Team operational continuity:
- Maintenance of CCO directory
- ACE portal account maintenance (i.e., accounting for acquisitions, divestitures and/or mergers of enterprise business units)
- Facilitate and support the issuance and maintenance of Powers of Attorney issued to customs brokers
- Manage and maintain the enterprise’s continuous customs bonds
- Support customs broker relationships
- Support collaboration with other business functions to raise awareness and engage Customs Compliance Officials (CCOs), Empowered Officials (EOs), and stakeholders throughout the organization in support of continuous improvement opportunities.
- Demonstrate working knowledge and application U.S. Customs Compliance Regulations, Foreign Trade Regulations, and other PGA regulatory requirements for the import of controlled commodities.
- Identify trade compliance violations (both reportable and non-reportable) and support root cause analysis and implementation of corrective actions.
- Support Compliance Assistance Visits (CAV), customs audits, inquiries, and requests for action (e.g., CF28 and CF29), when applicable, support investigations and corrective actions.
- Support partnerships throughout various levels of the organization’s trade compliance leadership.
- Support monthly analysis of import activity to identify risks and opportunities, or identify patterns of non-compliance.
- Support training to ensure Customs Trade Compliance practitioners are properly trained on L3Harris corporate policies, procedures, and regulatory requirements.
- Travel up to 10-15% domestically
Qualifications:
- Bachelor’s Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.
Preferred Additional Skills:
- Licensed Customs Broker or other professional credential (e.g., Certified Customs Specialist (CCS)).
- Ability to understand the application of export/import regulations in practice and their impacts on business processes.
- General knowledge of current International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Foreign Trade Regulations (FTR), and U.S. Customs Regulations.
- Effective verbal and written communication skills
- Ability to apply trade requirements in various business scenarios
- Exhibit skillsets in determining HTSUS classification, valuation, and country of origin.
- Flag business risk and ability to develop acumen related to export/import compliance.
- Attention to detail and outcomes; analytical and problem-solving skills. This includes an understanding of business processes and the implications of regulatory requirements upon those processes with the goal of maximizing opportunity while mitigating risk.
- Ability to perform data mining and create ad hoc reports.
- Aptitute for building and maintaining constructive internal and external customer relationships.
In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $54,000-$100,000. For California, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $61,500-$114,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
