Job Description:
L3Harris is looking for a Manager Program Planner/Scheduler to lead a team of 10 program planners/schedulers supporting a broad range of programs and products. This requires an in-depth knowledge of developing networked models in Microsoft Project Server from requirements documentation, bases of estimates, and execution team inputs, as well as experience working with EVMS in DFARs environments on major programs to be able to lead and mentor the team in the development and maintenance of complex resource loaded program schedules to support Critical Path analysis and the Earned Value Management System as well as supporting Program Management required analysis and reporting. Qualified candidates will support, mentor, and advocate for their team, interface with program leadership to ensure the right level of support is provisioned, work with programs and their teams to drive compliant planning and EVMS processes, and collaborate with business unit and corporate subject matter experts on processes and tools for program planning.
Essential Functions:
- Lead a team to:
- Utilize standard industry tools and techniques for the creation of Integrated Master Schedules (IMS) that will reflect technical approach and execution plan, contract Statement of Work and data requirements, critical materials detail, traceability to the work breakdown structure, resource loading traceable to BOEs, and the capability to perform critical path analysis for complex development and production programs. Primary tool is Microsoft Project Server.
- Analyze schedules for project critical path and advise management of changes to the critical path and projected milestone achievement performance.
- Coordinate with Control Account Managers (CAM) and cross functional Integrated Product Team (IPT) members in the development, maintenance, and analysis of the schedule data that reflects their work scope.
- Obtain and analyze data and status from affected organizations to prepare, update, and disseminate periodic project status reports.
- Perform analysis of schedules for performance to plan variance and support corrective action to improve scheduling and planning processes.
- Perform Monte Carlo Schedule Risk Assessment (SRA) on key programs as part of standard work.
- Develop schedule metrics and use metrics analysis to support team management.
- Conduct team schedule reviews such as wall walks and IMP events.
- Brief leadership up to the executive level on all schedule matters.
- Work within a team environment to provide insights into program scheduling trends and best practices to assist program teams with formulating achievable program schedules.
- Collaborate with business unit and corporate program planning and management subject matter experts on tools and processes that support standard industry best practices.
- Partner with Program Managers and Planners to assign the right resource for each program.
- Support Planners in their career paths; review and determine merits, promotions, and training needs.
- Manage day-to-day operational, logistical, and administrative needs of the team.
Qualifications:
- Bachelor’s Degree and minimum 10 years of prior relevant experience. Graduate Degree and a minimum of 8 years of prior related experience. In lieu of a degree, minimum of 15 years of prior related experience.
Preferred Additional Skills:
- Significant experience with MS Project and/or MS Project Server.
- Prior Experience in engineering and operations/manufacturing environment.
- Government contractor / Aerospace & Defense industry background.
- Strong analytical, problem solving and organizational skills.
- Knowledge of engineering processes, principles, and practices.
- Knowledge of risk management concepts and risk analysis related to Integrated Master Schedules.
- Knowledge of DoD EVMS Guidelines (ANSI-748C), Integrated Product and Process Development (IPPD), and Integrated Program Management Data and Analysis Report (IPMDAR).
- Experience leading teams, formally or informally.
- The ability to communicate well, both verbally and written.
