Job Description:

The Procurement Manager is responsible for procuring materials and equipment of medium to high complexity and value for FAA, government, and commercial programs, negotiating with suppliers, and resolving procurement issues. Will interface with various departments, monitor departmental objectives, and utilize multiple systems such as MRP and PeopleSoft. Responsibilities include developing strategic supplier relationships, leading projects, identifying process improvements, and providing supply chain updates to senior management. The role also entails managing direct reports, ensuring compliance with regulatory requirements, and leveraging advanced technical knowledge in supplier quality tools and procurement processes. Will contribute to department planning and may work on high-complexity or strategically important projects.

 

Essential Functions: 

  • Leads, directs, and reviews the work of direct report(s) who exercise latitude and independence in their assignments. Has hiring, firing, promotion, and compensation authority within own organization, in accordance with management review and approval. Reports to Senior Manager or higher.
  • Responsible for representing and leading on a Portfolio/Division level, and or leading a team of buyers and managers and must possess excellent communication skills and communicate effectively with leadership, a wide array of professional levels, functions, and suppliers.
  • Expert understanding of Programs and Product Lifecycle Management (PLM), Enterprise Requirements Planning systems (finance, MRP, quality, engineering, etc.) and the cause-and-effect relationship between these systems.
  • Expert understanding of Procurements' relationship with other functions and the ability to influence and gain trust within these relationships to collaborate with the team and define the appropriate execution methods to meet cash flow, cost, and schedule objectives.
  • Expert understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.
  • Subject Matter Expert with advanced technical knowledge including Design for Supply Chain/Design for Manufacturing (DFSC/DFX), expert use of supplier quality tools including Zero Defect Planning (ZDP) and Advance Product Quality Planning (APQP), Category Management practices, understanding supplier capabilities, supplier negotiation techniques and trade-offs.
  • Advanced negotiation skills in best value, lead times, pay terms, milestones, and executing legal documents (i.e., Purchase Order (PO), Non-Disclosure Agreements (NDAs), Legal Agreements, Terms and Conditions etc.) to effectively align with the program structure and manage deliveries to meet performance requirements.
  • Serves as PEER reviewer and approver for PO Compliance packages, which includes, source justifications, commercial certifications, and price justifications along with other Federal Acquisition Regulation/Defense Acquisition Regulation Supplement (FAR/DFARS), Department of Defense (DOD), and Contractor Purchasing System Review (CPSR) requirements.
  • Identifies market trends and correlations in Program, Purchasing and Supplier data and develops action plans to address supplier performance trends, mitigate supplier risks, and leads plans to closure.
  • Subject Matter Expert with advanced skills to facilitate, lead and manage all aspects of supplier communications, actions and resolve problems within a cross functional team.
  • Contributes to the development of goals and department planning efforts.
  • May be assigned to work with programs or projects of significantly higher complexity or of strategic importance to the organization.
  • Must be available for business travel (up to 10%)

 

Qualifications: 

  • Bachelor’s Degree and minimum 9 years prior related experience. Graduate Degree with a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience

 

Preferred Additional Skills:

  • Knowledgeable in procurement, supply chain, and material management processes.
  • Excellent verbal and written communication skills are required.
  • Negotiation and follow up skills required.
  • PC skills in MS office, with Word and Excel formats essential
  • Strong continuous improvement background or certificate in Lean Six Sigma, Data Analytics, PPAP, 8-D Corrective Action Plans, Supplier/Program Risk Management and Supplier Category Management experience.
  • Excellent organizational skills that reflect ability to perform and prioritize multiple tasks with excellent attention to detail and a high degree of accuracy.
  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills, and adaptability.
  • Ability to effectively communicate with all levels of management and program teams.
  • Is a self-starter and ability to build collaborative teams
  • Takes proactive approaches to problem-solving with strong decision-making capability.
