Job Description:

L3Harris is seeking a Lead Systems Engineering Manager to join the Mission Networks Engineering team that provides modern, secure, reliable and resilient telecommunications and airborne surveillance networks and information management systems. Join the team developing critical communication capabilities for air traffic control, air-to-ground data communication, secure access to situational awareness data and secure information sharing to state agencies.

The candidate will lead Value Stream activities for ATC Automation supporting both execution of awarded programs and pursuits, like the Brand-New ATC System for the FAA. The candidate will be responsible for understanding ATC operations and identifying the capabilities needed to support modernization of ANSP systems, like the National Airspace System for the FAA. The candidate will identify the roles, critical skillsets and staffing assignments for the development team implementing the ATC capabilities and coordinate with the Engineering Manager to execute the workforce plan. The candidate will collaborate with the Strategy & Business Development (S&BD) team to understand the technical requests and priorities for customer discussions, customer demonstrations and rapid development/prototyping. The candidate will collaborate with Engineering across multiple scrum teams spanning programs, IRADs and special purpose teams to deliver the capabilities of the ATC Automation Value Streams.

Essential Functions:

  • Understand the critical flows and characteristics of customer’s ATC operations and identify solutions for the modernization and improvement of the customer operations and workflows. Model the solutions as requirements for Engineering teams to implement. Participate in customer discussions as well as review Market Surveys/RFIs/RFPs to draw out critical capabilities needed and coordinate with Engineering to design corresponding solutions.
  • Collaborate with S&BD to prioritize the work products comprising the solutions and collaborate with Engineering to schedule implementation of the work products across multiple Scrum teams. Serve as Agile Product Owner or stakeholder for Scrum teams implementing the ATC Automation capabilities.
  • Support Frontend business development and program capture activities by providing technical leadership, writing technical portions of proposals, writing Basis of Estimates, and overseeing rapid-development or prototyping of capabilities for customer demonstrations.
  • Manage the staffing needed to implement the backlog work items for ATC Automation functionality. Create job descriptions, lead interview panels and make hire/assignment recommendations to staff the Scrum teams supporting ATC Automation Value Streams.
  • Manage a multi-disciplinary Engineering team of experienced professionals supporting Frontend Engineering activities. Responsible for performance and career management of direct reports and providing corresponding feedback to the Engineering Manager. Lead, direct and review the work of direct reports and coordinate with program management to ensure expected goals are met.

Qualifications: 

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, a minimum of 13 years of prior related experience.
  • Previous experience with people leadership including performance management, mentoring and career development of direct reports.
  • Minimum 5 years’ experience working on a Managed Services program in an Engineering or leadership capacity.
  • Experience developing customer facing artifacts including presentations, interactive dashboards, and metrics reports
  • Ability to acquire a Public Trust

Preferred Additional Skills: 

  • Understanding of ATC operations and workflows and customer pain points
  • Experience with National Airspace System operators including airlines, dispatchers, and supporting entities
  • Experience with MBSE methodologies and managing requirements with models using tools like DOORS, Jamba, Cameo System Modeler
  • Experience leading or working with teams developing using Agile methodologies and using tools like Jira or Gitlab
