Job Description:

 

The Finance organization within the Missile Solutions (MSL) Segment is seeking an experienced Program Controls Lead to support Earned Value Management (EVM) compliance and program execution excellence. This lead will be key in establishing and providing EVM training for Control Account Managers (CAM), Program Finance and Controls, Schedulers, and other program support functions. This individual will be responsible for guiding and auditing teams on their development and/or execution of the Program Business Rhythm, data analysis, forecasting, variance reporting, review and corrective action of DECM trips, ensuring compliant change control, and comprehensive estimate at complete (CEAC) activities. This candidate will also prepare and support teams during internal and external audits and provide guidance on closure support for any resulting corrective actions.

This position requires continuous learning of industry standards/best practices and internal policies, procedures, and tools to ensure they are able to provide guidance and bring teams into alignment with industry, customer and L3Harris policies/procedures.

 

Essential Functions:

  • Program Control Lead to serve as subject matter expert (SME) of government and company program management/EVM requirements and partnering with program teams to provide guidance on adherence to requirements.
  • Providing cross-functional training on EVM policies and best practices.
  • Assist program teams with the development of quality, compliant program Baseline plans, utilizing product-based work breakdown structures (WBS), appropriate earned value techniques, and ensuring cost/schedule integration.
  • Partner with program teams to improve the quality of variance analysis and program health reporting.
  • Providing guidance on identification and management of risks and opportunities to forecasts in a clear, concise and timely manner to ensure no financial surprises.
  • Performing internal peer reviews (IPR), documenting continuous improvement opportunities (COI), and assisting with the development and implementation of corrective actions.
  • Disciplined, self-starting professional who can bring projects to closure with minimum direction, guidance and oversight.
  • Ability to travel up to 50%.
  • Ability to obtain US Security Clearance.

 

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior finance experience. Graduate Degree and a minimum of 7 years of prior finance experience. In lieu of a degree, minimum of 13 years of prior finance experience.

 

Preferred Additional Skills:

  • 2+ years of Earned Value Management experience.
  • Demonstrated experience on programs with responsibility for development and execution, including setup, baseline management, update/maintenance and CDRL deliveries.
  • Experience with program health metrics for Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment (e.g. DCMA 14- Point assessment; DCMA EVMS Compliance Metric (DECM) and Schedule Metric Analysis – such as BEI, CPLI, SPI, etc.).
  • Ability to develop relationships with geographically dispersed teams.
  • Objective thinker with a passion for problem solving and the ability to execute challenging tasks to completion.
  • Ability to lead initiatives to develop compliant program controls processes, training material and work instructions.
