Job Description:
L3Harris is seeking a highly skilled Chief Systems Engineer to support the National Enterprise Messaging System (NEMS) program. The ideal candidate will possess a strong knowledge of the FAA domain, networking concepts, and enterprise architecture. Effective communication skills and the ability to interface with a variety of stakeholders and executive management are crucial for this role. The candidate should also have a deep understanding of enterprise messaging systems and concepts, including Java Message Service (JMS), Web Services, and Oracle WebLogic.
Key Responsibilities:
- Complete understanding of the program life-cycle experience, including business development through verification and operational validation
- Metrics collection and analysis including TPMs, Earned Value, and enterprise statistics
- Build, maintain, and improve enterprise architecture and messaging systems, including Java Message Service (JMS), Web Services, and Oracle WebLogic.
- Schedule and manage workloads effectively, considering a variety of constraints.
- Communicate the status of pending FAA orders while managing stakeholder expectations.
- Produce pre-order and system design packages for FAA-ordered services.
- Provide guidance to multiple functional teams (Systems, Software, Infrastructure, Operations, and I&T) to ensure customer operational needs are met.
- Facilitate Root Cause Analysis (RCA) sessions to understand operational issues fully.
- Drive process improvements and cost reductions across the program.
- Coaches and mentors SE team members
Required Qualifications:
- Bachelor’s degree in software engineering, network engineering, information technology, or telecommunications with a minimum of 9 years of relevant experience; or a Graduate Degree in Systems Engineering with a minimum of 7 years of related experience.
- In lieu of a degree, a minimum of 13 years of direct related experience in enterprise messaging systems and concepts, including Java Message Service (JMS), Web Services, and Oracle WebLogic.
- Ability to obtain and maintain an FAA Public Trust clearance.
Preferred Qualifications:
- Strong knowledge of the FAA domain and the National Airspace (NAS)
- Driving process improvements and cost reductions.
- Relevant certifications in Network Messaging Architecture (CCNP Enterprise, Oracle Certified Professional (OCP), or Java EE Enterprise Architect)
- International Council on Systems Engineering (INCOSE) certification (ASEP, CSEP, or ESEP).
- Experience with FAA systems and infrastructure projects.
- Proven leadership skills and experience managing cross-functional teams.
