Job Description:

Subject matter expert with comprehensive knowledge of Government contracts, regulations and ability to manage large, complex contracts of substantial importance to the division with minimal oversight or direction. Communicate within and outside of the organization to explain and influence changes to practices, processes and approaches. Make significant improvements in processes, systems, or products. Provide input into new products/processes and implement operational plans that have measurable impact on business or functional results.

 

Essential Functions:

  • Conducting in-depth RFP analysis, identifying risks, and crafting compelling proposals in a fast-paced, mission-focused environment.
  • Aligning contracts with company policies, legal requirements, and customer expectations.
  • Developing competitive bids and proposals tailored to customer needs and organizational objectives.
  • Leading contract negotiations to ensure favorable terms and an executable business deal are reached.
  • Managing the contract administration process for optimal support of internal and external customers.
  • Serving as the key liaison between L3Harris and customers, ensuring effective communication and collaboration.
  • Working with cross functional teams to evaluate performance costs, performance, and delivery schedules to ensure contract accuracy and completeness.
  • Managing change processes in dynamic environments, coordinating with internal teams, and preserving rights for adjustments.
  • Demonstrating independent critical thinking and problem-solving skills.
  • Proactively contributing strategic insights to business operations for continuous execution and improvement.
  • Building strong relationships and enhancing team dynamics.
  • Prioritizing tasks with urgency to meet multiple deadlines and customer commitments.
  • Advising management on contractual rights and obligations to protect company interests.
  • Maintaining detailed records for all contracts managed.
  • Clearly presenting information to various stakeholders, including management.
  • Ability to obtain a Public Trust Clearance

 

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

 

Preferred Additional Skills:

  • Years of experience in federal contract management, including Cost Reimbursable, Time & Materials, and Firm Fixed Price contracts.
  • In-depth knowledge of contract management practices.
  • Strong understanding of AMS regulations, with the ability to guide teams through compliance during proposal development, negotiation, and contract administration.
  • Experience negotiating terms and conditions with government entities and prime contractors across various contract types.
  • Familiarity with working alongside DCMA, DCAA, and other federal agencies.
  • Experience managing intellectual property and data rights issues.
  • Highly self-motivated with the ability to manage multiple contracts independently.
  • Strong proficiency in Microsoft Office Suite.
  • Strong interpersonal skills, with experience working collaboratively in a diverse, multidisciplinary, and fast-paced team environment.
