Job Description:
We have an exciting leadership opportunity for a Chief Engineer for our Intel Business Area within our Tactical Missions Division of the Space and Airborne Systems, Intelligence and Cyber Sector. This division executes a portfolio of programs comprised of roughly 300 engineers and scientists, across multiple US locations.
The Chief Engineer will serve as the innovation and technical execution leader responsible for flawless execution of highly complex systems supporting missions for US National Security interests. The ideal individual will possess a strong understanding of multidisciplinary processes, principles, and techniques, and will have a proven track record of successful technical leadership. The Chief Engineer will be responsible for ensuring that Engineering resources are sufficient to meet business needs, and that processes presented by Engineering disciplines are sufficiently rigorous to support flawless project execution, while at the same time are sufficiently tailored to support a fast-paced development environment.
The successful candidate will drive technology innovation, drive execution excellence, and craft new development ideas. The Chief Engineer will work effectively with the business area leadership as well as program, technical, business development and R&D entities for developing technology strategies, supporting program needs, identifying and qualifying new business opportunities and interfacing with customers.
Essential Functions:
- Maintains proper staffing levels and expertise in order to meet business objectives through the effective planning and execution of projects, pursuits, and programs
- Drives application of engineering standards and best practices, and process adherence; defines, evolve and tailors process as needed for new requirements
- Supports technical and cost development of proposals, with technical guidance, resource planning, and technical and cost review
- Establishes operating policies and procedures that affect subordinate organizational units. Interprets, executes, and recommends modifications to organizational policies
- Executes functional requirements of staffing, training, talent development, engagement, retention, performance management, and overall management of the department
- Develops and conducts special projects in accordance with the company's policies, priorities, and budget constraints
- Manages and/or develops budgets for functions or departments including operating requirements and equipment and material purchases. Meets engineering organization Annual Operating Plan (AOP) budget.
- This position reports directly to the Sector Senior Director of Engineering.
Qualifications:
- Bachelor’s Degree and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
- Active Top-Secret clearance.
Preferred Additional Skills:
- Experience as an Engineering Manager, leading large technical teams, Integrated Product Team Leadership, Project Engineering or Program Management.
- Experience working with US Government customers.
- Cost account management (CAM) experience.
- Familiarity with engineering processes with the ability to help tailor the process to fit the technical and business circumstances and ensure design defects are discovered early in the development process.
- Graduate degree in Engineering preferred.
- Experience in the application of engineering standards and system/software lifecycle standards (e.g., DevOps), and experience in the application of engineering within a quick reaction development organization.
- Demonstrated ability to deliver and sustain measurable results.
- Ability to coach, mentor and build relationships with staff and internal/external organizations.
- Ability to clearly and succinctly convey information and ideas, including strong executive communication and presentation skills.
- Familiarity with embedded software and custom hardware development.
- Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment which includes working with remote sites, collaborating with internal and external partners, and staff members working from home.
- Highly motivated self-starter that can operate with minimal oversight in diverse environments. Must be able to proactively detect, identify and address issues quickly.
- Excellent communication skills (written, verbal, & presentation).
