Job Description:
The Program Chief Engineer is responsible for delivering the technical, cost and schedule performance for all engineering content on a program. They will provide strategic technical leadership to achieve program objectives and profitability goals as well as serve as an internal expert in EO/IR Systems with broad experience across multiple job areas. This individual works under consultative direction against annual goals to manage large, complex project initiatives of strategic importance to the organization. They are accountable for ensuring that the program follows all company processes and best practices. They will communicate within and outside of the organization to influence leadership to accept new practices, approaches and concepts as well as develop and champion new systems, concepts, or technologies. Lastly, they will recommend tactics and strategies that directly impact the achievements of overall business or functional results.
Direct and consult on the technical activities of design teams on developmental and IRAD programs. Work closely with Program Management, Engineering Leads, Manufacturing and other departments as necessary to expedite project completion and facilitate/improve the overall operation of mechanical engineering development teams.
Essential Functions:
- Facilitate the overall operation and performance of engineering development programs.
- Provide technical leadership acting as an engineering SME working with an IPT lead on design and development issues related to product development.
- Support development and mentoring of associates. Support defining development goals and skill matrixes for engineering disciplines. Identify future skill sets needed.
- Lead implementation of policies and processes to meet business goals, including site specific design guidelines and standard work instruction.
- Ensure that all technical project baseline requirements are fulfilled, review and advise in the creation of program documentation (including SSDD, SRVM, SOWs) and other work products created by the program team. Review material and support internal and external design reviews including SDR, PDR, and CDR. Critical review of system architecture, design material, and documentation. Provide guidance and assistance to IPTs as required.
- Work with Product Development teams and Lead Engineers to assure adherence to cost, schedule, and quality requirements.
- Manage Technical Performance Measures, Risk and Opportunity, and metrics at Engineering Program Reviews
- Ensure adherence and use of applicable industry, corporate and site-specific technical standards, processes, principles, and techniques.
- Support business development on proposals for including generating WBS’s, BOE’s, and technical approach. Contribute to writing and editing technical volumes. Estimate/review resource needs for development programs. Act as primary technical interface to customer.
- Lead Technical Proposals for development programs
- Act as a mentor/training resource to improve resource performance across Engineering Functions. Promote a professional and ethical work environment. Provide timely and constructive feedback to engineering managers for performance evaluations and career development assistance and training.
- Act as project owner for IRAD programs as assigned. This includes leading the IRAD team by ensuring technical milestones are being met, generating IMS’s, adherence to schedule and budgets, EV, and reporting technical and financial performance to division and sector as needed.
- Prepare and deliver technical presentations to domestic and international customers.
- Lead customer discussions at a variety of forums such as the Systems Engineering Working Group, Management Working Group, Environmental Qualification Testing IPT, Integration meetings, Test Readiness Review
Qualifications:
- Bachelor’s Degree and a minimum of 15 years of prior relevant experience. Graduate Degree and a minimum of 12 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
- Ability to obtain a U.S DOD Secret Clearance
- US Citizenship
- Abilty to travel 20% for customer visits and testing sites
Preferred Additional Skills:
- Strong oral and written communication ability that adapts with levels of leadership.
- Experience across the full system life cycle of Infrared Sensing Systems
- Experience with MBSE practices and tools
- An understanding of ITAR regulations
- Experience with executing EVMS programs
