L3Harris Technologies is seeking a Senior Finance Leader to support the Advanced Effects (AE) Sector.  The Director of Cost & Rates Planning and Integration is responsible for developing, managing, and defending forward pricing rates and cost strategies in a FAR Part 15 DoD contracting environment. This role ensures full compliance with the Defense Contract Management Agency (DCMA), the Defense Contract Audit Agency (DCAA), and applicable regulations including Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

 

This leader partners closely with Program Management, Pricing, Business Development, FP&A, Engineering and Operations to establish compliant, competitive, and strategically aligned indirect rates, forward pricing rate proposals (FPRPs), and cost estimating structures that support long-term growth and profitability.

 

The Director of Cost & Rates Planning and Integration for the Advanced Effects Sector is responsible for establishing and managing rate structures and overseeing department-level budgets across all sector divisions (currently four).  This role leads a team of cost and rate planning analysts accountable for maintaining three separate CAS410 entities at the outset. This leader will guide the team in performing detailed analyses and developing recommendations to support CAS consolidation efforts across the Advanced Effects (AE) sector.

 

 

Essential Functions:

 

  • Develop and oversee forward pricing rate proposals (FPRPs).

  • Establish long-range indirect rate strategies aligned to business objectives, portfolio mix, and competitive positioning.

  • Provide executive-level guidance on cost structure optimization while maintaining regulatory compliance.

  • Lead rate forecasting processes tied to annual operating plans and long-range strategic plans.

  • Ensure full compliance with FAR Part 15 cost principles and cost accounting standards (CAS).

  • Oversee preparation and submission of compliant cost proposals and rate packages.

  • Serve as primary point of contact for DCAA/DCMA rate audits, forward pricing reviews, and incurred cost examinations.

  • Ensure documentation, estimating practices, and cost pools align with regulatory expectations.

  • Oversee indirect rate pool design, allocation bases, and consistency of cost treatment.

  • Maintain policies and internal controls related to government cost accounting.

  • Monitor provisional billing rates and assess risk of over/under-recovery.

  • Provide guidance on allowable/unallowable cost treatment.

  • Partner with Pricing and Business Development on proposal strategies, bid/no-bid decisions, and competitive positioning.

  • Support Program Management with cost visibility, margin analysis, and rate impact modeling.

  • Collaborate with HR and Operations on labor planning, workforce mix, and overhead absorption strategies.

  • Advise executive leadership on future rate pool structures understanding impacts to multiple divisions based on contract type mix (CPFF, CPIF, T&M, FFP).

  • Lead preparation for forward pricing rate negotiations.

  • Respond to audit inquiries and resolve questioned costs.

  • Build and lead a high-performing cost accounting and rates team.

  • Develop succession plans and strengthen technical depth in FAR and CAS compliance.

  • Promote a culture of accountability, transparency, and continuous improvement.

  • Up to 25% business travel.

  • Ability to obtain US Secret Security Clearance. 

 

Qualifications:

 

  • Bachelor’s Degree and minimum 15 years of prior business, accounting or finance experience. Graduate Degree and a minimum of 13 years of prior related business, accounting or finance experience. In lieu of a degree, minimum of 19 years of prior related business, accounting or finance experience.

  • 10+ years of progressive experience in government contracting finance.

  • 5+ years expertise in FAR Part 15 pricing, CAS, and indirect rate development.

  • 5+ years experience supporting DCAA audits and incurred cost submissions.

 

Preferred Additional Skills:

 

  • Experience with ERP implementations or consolidations.

  • Ability to influence cooperation and develop relationships with various people in different functional areas.

  • Knowledge of cost/schedule development, budgeting, financial analysis and reporting, financial modeling, corporate forecasting, and/or business acquisitions.

  • Advanced knowledge of indirect rate modeling and forecasting.

  • Strong understanding of contract types and cost recovery mechanisms.

  • Experience with ERP systems in a government contracting environment (e.g., Deltek Costpoint, SAP, etc.).

  • Advanced Excel and financial modeling capabilities.

  • Demonstrated Process improvement mindset.

  • Executive presence and ability to influence cross-functional stakeholders.

  • Strong analytical and strategic thinking skills.

  • Exceptional written and verbal communication skills.

  • High integrity and commitment to regulatory compliance.

 

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $151,000.00 - $281,000.00. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $131,500.00- $244,500.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
