Job Description:
The Subcontracts Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Subcontracts support government, customer and internal audits as required.
Essential Functions:
- Works independently and manages complex work to support organizational needs.
- Able to lead, mentor, and provide coaching and training to employees in Supply Chain and outside the Supply Chain organization.
- Interacts as a functional representative/subject matter expert internally with Leadership.
- Familiar with functional processes, policies and procedures. Interacts with external customers and auditors to provide information.
- Provides subject matter expertise and advises Division level organization as required by internal and external audits.
- Subject Matter Expert with advanced skills to communicate effectively across Supply Chain, other functional organizations, executive leadership and a wide array of professional levels and functions.
- Ability to obtain a US Security Clearance
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
