Job Description:
Senior Specialist, Subcontracts professional with strong knowledge of supply chain and procurement with broad knowledge of project management. This role manages complex procurements, projects and processes that can be inside or outside of their immediate job area with general oversight. Responsible for managing multiple Government procurements in support of multiple Government Programs, with a key focus on 1-3 highly visible/complex suppliers. Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction. Communicates within and outside of the organization to explain and influence changes to practices, processes and approaches. Makes significant improvements in processes, systems, or products. Explains, interprets, communicates and achieves cooperation on policies, procedures and practices with internal and external customers. May provide guidance and assistance to other employees. This position requires following established procedures and policies to perform assigned tasks. Requires professional judgment and extensive use and/or application of supply chain/procurement principles, theories, and concepts.
Essential Functions:
- Performs fundamental procurement activities including acquisition of materials, components and services at realistic and competitive prices, which meet schedule, safety and quality standards.
- Performs price/cost analysis.
- Provides proposal support.
Qualifications:
- Bachelor’s degree and a minimum of 6 years of prior relevant subcontracts experience. Graduate degree and a minimum of 4 years of prior related subcontracts experience. In lieu of a degree, a minimum of 10 years of prior related subcontracts experience.
- 4 years of government buying experience and familiarity with FAR/DFAR requirements.
Preferred Additional Skills:
- Familiar with issuing supplier contracts to support direct programs above the TINA ($2M) threshold with minimal guidance.
