Job Description:

 

The Lead Project Manager for the Next Generation Jammer Low Band (NGJ‑LB) program is responsible for directing complex test planning and execution activities that directly support program milestones and customer commitments. This role serves as the primary interface with Program Management Activity Two Hundred Thirty‑Four (PMA‑234), the Naval Air Systems Command test community, and operational fleet stakeholders. The position drives cross‑functional integration resolves high‑impact issues, and ensures alignment of aircraft, personnel, and test resources to support safe and successful developmental and operational test events. This is a strategic, high‑visibility role that shapes the success of a mission‑critical electronic warfare development program.

 

Essential Functions:

 

  • Ability to travel up to seventyfive percent (75%), including multiweek trips, to Naval Air Station Patuxent River, Naval Air Weapons Station China Lake, Naval Base Ventura County Point Mugu, and additional operational or test locations.
  • Lead the development of integrated field test strategies and objectives to satisfy Next Generation Jammer Low Band (NGJLB) technical requirements and program milestones.
  • Serve as the primary L3Harris liaison to Naval Air Test and Evaluation Squadrons such as Air Test and Evaluation Squadron Two Three (VX23) and Air Test and Evaluation Squadron Nine (VX9), as well as operational EA18G Growler squadrons.
  • Coordinate closely with Program Management Activity Two Hundred ThirtyFour (PMA234) test and evaluation leadership to align aircraft availability, range scheduling, instrumentation, and support equipment for developmental and operational test events.
  • Partner with Systems Engineering, Field Service Representatives, and Integrated Product Teams to ensure configuration control, technical readiness, and disciplined test planning.
  • Identify and mitigate technical, operational, schedule, and logistical risks impacting test execution and program success.
  • Lead and support test readiness reviews, technical reviews, and operational readiness assessments.
  • Ensure accurate, timely collection, validation, and reporting of test data, findings, and lessons learned.
  • Provide clear, proactive communication and status reporting to leadership, government partners, and crossfunctional stakeholders.
  • Ability to obtain and maintain a United States security clearance.

 

Qualifications:

 

  • Bachelor's Degree with 9 years prior experience, Graduate Degree with 7 years prior experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Minimum 5 years of comprehensive experience supporting United States Department of Defense acquisition programs, aircraft integration, or developmental or operational flight test activities.
  • Minimum 5 years experience with Naval Aviation test processes, Naval Air Systems Command procedures, and fleet operational environments.
  • Minimum 3 years leading complex project initiatives involving large cross‑functional teams.

 

 

Preferred Additional Skills:

 

  • Experience with airborne electronic warfare systems such as the Next Generation Jammer (NGJ) or AN/ALQ‑99.
  • Experience supporting EA‑18G Growler operations or employment.
  • Direct experience collaborating with VX‑23, VX‑9, or operational EA‑18G units.
  • Program Management Professional (PMP) certification or comparable project management experience.
  • Experience in test planning, aircraft integration, or electronic warfare system operations.

 


In compliance with pay transparency requirements, the salary range for this role in Maryland is $91,500k - $170,500k. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
