The Lead, Program Finance is responsible for directing the financial control of large and/or complex program(s). Works as a key business partner to Program Managers and functional teams to establish and maintain the program’s financial plan, perform analyses, and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Conducts detailed financial analysis that provide insight into cost and schedule health on a program to ensure financial objectives are met. Interprets performance data on a weekly and monthly basis with the goal of providing early indicators of program health. Monitors program adherence to approved budget. Responsible for monthly financial forecasting and long-range planning of their respective programs, focusing on Orders, Revenue, Profit and Cash Flow.  Ideal candidate must be detail oriented with good organizational skills and capable of multi-tasking and the ability to work with minimal day to day supervision.  Successful candidates will demonstrate an aptitude for efficiency, problem-solving, and resourcefulness, with a commitment to quality while developing their leadership skills as a key business partner.

 

Essential Functions: 

  • Comprehensive knowledge for financial performance of their programs, providing management with an early warning of potential performance issues, identifying risks and offering solutions.
  • Budgeting, cost control and variance analysis, internal/external reporting, risk management and financial support.
  • Development of quarterly EACs; analyze/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data.
  • Creation and maintenance of Work Breakdown Structures (WBS) and charge numbers.
  • Analyze costs and personnel ensuring that actuals are within budget and charged to the correct end objective.
  • Analyze workforce planning, forecasting and reporting.
  • Accounting data extraction and reconciliation.
  • Generate program financial artifacts such as reports, graphs, and analysis, as required to include customer reporting.
  • Develop and present briefing of program financial status.
  • Weekly/Monthly/Quarterly/Annual forecasting and variance analysis to financial plan including profitability and cash flow
  • Perform ad-hoc analysis, data integrity checks, and validations related to program financials.
  • Provides support for internal and external audits for assigned programs.
  • Broad knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).

 

Required Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
  • An active DoD Top Secret Security Clearance with the ability to maintain, which requires U.S. Citizenship.
  • Demonstrated experience with Microsoft Excel, using macros, pivot tables, and other system tools
  • Demonstrated experience with COBRA & SAP ERP Systems
