Job Description: 

 

The Program Finance Senior Specialist is responsible for managing, preparing, administering, and directing the control of the budget for large and/or complex programs. Perform analysis and prepare reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in detailed financial analyses such as funding profiles, sales outlook, and variance analysis. Interprets and implements most proposal estimating, pricing and documentation requirements. Reviews and approves recommendations for financial planning and control. Monitors program adherence to approved budget. 

 

Essential Functions: 

 

  • Help manage the financial performance of programs by identifying risks, tracking issues early, and supporting solutions. 

  • Assist with developing budgets, forecasts, schedules, and cost performance reports. 

  • Prepare financial estimates and reports, including EACs, ETCs, LREs, and variance analysis. 

  • Monitor program costs, staffing, and charge numbers to help ensure accurate reporting and budget alignment. 

  • Support workforce planning, forecasting, and reconciliation of financial data. 

  • Create financial reports, charts, and analyses for internal leadership and customer needs. 

  • Present program financial updates to management and customers when needed. 

  • Provide guidance and support to junior analysts and help train PMO and CAM teams on financial reporting. 

  • Participate in process improvement efforts, data validation, and ad hoc financial analysis. 

  • Use knowledge of FAR, CAS, and GAAP to support effective program financial management. 

 

Qualifications: 

 

  • Bachelor’s Degree and minimum 6 years of prior relevant program finance experience or Graduate Degree and a minimum of 4 years of prior related program finance experience. In lieu of a degree, minimum of 10 years of prior related program finance experience.  

 

Preferred Additional Skills: 

 

  • Strong understanding of financial management practices for both government and commercial contracts, including cost analysis, financial planning, cash flow, progress payments, billing milestones, and earned value analysis. 

  • Solid knowledge of Earned Value and EVMS is highly desired. 

  • Advanced skills in Excel and other Microsoft Office applications. 

  • Ability to build strong working relationships, earn trust, and work effectively in a collaborative and inclusive environment. 

  • Experience developing financial forecasts and supporting program financial planning. 

  • Previous experience with a DoD contractor is preferred.
