Job Description:
L3Harris is seeking an experienced Project Engineer to support the FAA Surveillance and Broadcast Services (SBS) II program, valued at over $100 million. The Project Engineer will manage the programmatic aspects, ensuring that schedule and cost targets are met. The Project Engineer's responsibilities are comprehensive and may include various phases of a product's lifecycle such as Design, Development, Production, or Post-Delivery Support. This individual will utilize technical expertise to coordinate and lead engineering product development activities, planning, scheduling, and directing the engineering support of the program. Proactive engagement, robust communication, collaboration, and focused risk management are key to keeping the team on plan.
Essential Functions:
- Provide full lifecycle Project Engineering support for a range of hardware and software development and integration efforts.
- Lead a project team to meet customer requirements within allocated cost and schedule commitments.
- Manage large, complex project initiatives of strategic importance, working under consultative direction against annual goals.
- Influence leadership to accept new practices, approaches, and concepts both within and outside the organization.
- Develop or champion new systems, concepts, or technologies, recommending tactics and strategies that impact overall business or functional results.
- Manage the cost, schedule, and technical aspects of ongoing engineering projects within program guidelines set by the Program Manager and customer.
- Review the status of engineering projects and budgets, manage schedules, and prepare status reports.
- Assess and develop resolutions for engineering issues to meet productivity, quality, and customer-satisfaction goals.
- Identify, track, mitigate, manage, and disposition program-level risks.
- Estimate resource and material needs for the project/product.
- Provide coordination between resource managers/supervisors, ensuring all necessary reviews and approvals are received.

Qualifications:
- Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience
- Proficiency in Earned Value Management.
- Expertise in best practices for project engineering and program execution.
- Experience managing multi-discipline programs across multiple locations.
- Proven track record with projects having budgets of $50M+.
- Proficiency in Technical Supplier Management and Risk and Opportunity Management.
- Experience leading Government Contract development programs.
- Competence in managing design-to-cost activities.
- Involvement in program pursuit and proposal activities.
Preferred Additional Skills:
- Knowledge of Systems and Network Engineering
- Interest in implementing solutions as a managed service
