Job Description:
The Mission Networks Sector under the Space & Airborne Systems Segment primarily supports the FAA by providing air traffic management systems, products and services that improve operations safety and efficiency. The business designs, implements, and operates large, complex networks supporting air traffic management and mission critical communications; develops voice communications systems; and develops air traffic movement and information systems.
The Contracts Manager will be responsible for managing and maintaining various contracts and will report to the Senior Contracts Manager for the Surveillance and Automation Solutions Division. This position will manage all aspects of a newly awarded billion-dollar contract. This includes items such as preparing and delivering contractual correspondence, follow-on proposal preparation, supporting negotiations, administration of other agreements and files, and ensuring program leadership understands all contractual obligations. They will interface with external and internal customers for pursuits and programs, aid in development of new concepts; and communicate within and outside of the organization to influence leadership to accept new practices, approaches, and concepts.
Essential Functions:
• Performs proposal preparation, contract negotiation, and contract execution in accordance with company policies, legal requirements, and customer regulations.
• Examine terms of solicitations, identify risks, recommend risk mitigation ideas, ensure necessary solicitation terms are provided to Supply Chain, and ensure proposal conditions and assumptions are incorporated into any resultant contract award.
• Actively participate in new business pursuit activities requiring sound knowledge of competitive and sole source proposal preparation processes.
• Advises pursuit team, program team, and management of contractual rights and obligations.
• Communicate and interact with multi-functional teams and all levels of customer program office personnel.
• Ability to manage and prioritize multiple tasks to fulfill obligations and commitments.
• Act as the subject matter expert with comprehensive knowledge of job area and in-depth knowledge of contracts management.
• Manages large, complex project initiatives of strategic importance to the organization, involving large cross-functional teams.
• Communicates with leadership regarding matters of importance to the functional or business area.
• Implement strategic goals established by leadership.
Qualifications:
• Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
• Ability to obtain/maintain DoD security clearance.
Preferred Additional Skills:
• Professional working experience with U.S. Government (USG) customer.
• Experience with managed services contracts.
• Working knowledge of intellectual property considerations and regulations.
• Experience working with the Federal Aviation Administration and the AMS.
• Experience and thorough understanding of procurement regulations (FAR / DFARS / FAA Acquisition Management System (AMS), etc.).
• Ability to interpret contractual requirements and provide guidance to program personnel and management.
• Ability to function independently under minimal guidance and effectively manage competing priorities under rapidly evolving circumstances.
• Experience negotiating and administering contracts of varying size, type, and complexity with USG customers.
• Experience contributing to competitive proposal teams and providing acquisition strategies.
• Excellent problem solving and decision-making skills with demonstrated ability to resolve complex problems and minimize company risk.
• Proficient in Adobe and Microsoft Office Suite including Word, Excel, Power Point, and Outlook.
• Strong interpersonal, written, and verbal communication skills necessary for working in a team environment and influencing others.
• Action-oriented self-starter with superlative attention to detail and keen adherence to deadlines.
