Job Description: 

The Sr. Specialist, Subcontracts is responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters. Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions, or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Select methods, techniques and evaluation criteria for achieving goals and objectives. May sign supplier agreements and purchase orders within established authority.

 

Essential Functions:

  • Senior professional with strong knowledge of job area and broad knowledge of project management. Manages complex projects or processes with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Makes moderate to substantial improvements to systems and processes. Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results.
  • Work is performed with general oversight. May manage large projects or processes that are both inside and outside of immediate job area. Typically responsible for providing guidance, coaching and training to other employees. Typically responsible for managing complex projects at this level, involving delegation of work and review of work products.
  • Work consists of making moderate to substantial improvement or enhancements to systems and processes to improve performance of job area. Opportunities for problem solving and innovation are complex and may require comprehensive information gathering, analysis and investigation to understand the problem. Problems typically involve consideration of multiple issues, job areas or specialties. Problems are generally solved through creative solutions, drawing from prior experience and in-depth analysis of issues.
  • Works to achieve operational targets with direct impact on the departmental results. Contributes to the development of goals for the department and planning efforts (budgets, operational plans, etc.).

Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.

 

  • This position requires an Active DoD security clearance at the Secret level and must be able to maintain the clearance, which requires U.S. citizenship.
  • Experience in Procurement/Subcontracts
  • Must have an extensive background in troubleshooting within SAP
  • Negotiation expertise in both cost and terms and conditions is critical. 
  • FAR and DFAR’s understanding is a must. 
  • Negotiates supplier statements of work.
  • Tailors, and negotiates terms and conditions for the procurement of specialized materials, equipment, and services
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  • SAP experience
  • 7+ years experience with highly complex multi-year high dollar subcontracts
  • Experience in preparing, reviewing and managing Supplier Statements of Work
