Job Description:
The Senior Associate, Industrial Security (PERSEC) position will be responsible for maintaining the Personnel Security program in support of all SCI operations. Responsibilities will include submitting SCI adjudication requests, SCI indoctrination and debriefing, foreign travel briefing and oversight, adverse reporting, clearance verifications, visit access requests, and other duties as assigned. They will work directly with the ACSSOs and assist with supporting daily management and execution of security functions such as SCIF operations, program support, physical security, information security, document control, and access control. They implement all requisite national security directives with specific emphasis on DoDM 5105.21, 32 CFR Part 117, Intelligence Community Directives (ICDs), and other governing directives, as applicable and display the dedication and expectation of excellence required of a seasoned security professional while working and making decisions independently without direct supervision. They work as a team player, exhibit flexibility, set priorities, and manage customer expectations in a sometimes fast-paced environment. They regularly interact with internal and external customers, as well as Government security officials in performance of security duties. They are responsible for supporting and enacting all L3Harris corporate policies, including the protection of L3Harris’ intellectual property.
Essential Functions:
- Maintain security program policies to ensure ongoing compliance with 32 CFR Part 117, IC, DoDM 5105.21 vol 1-3, ICD 705, and other requirements of all classified programs under purview.
- Prepare Standard Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the requesting and processing of personnel security clearances.
- Conduct security related employee briefings to include indoctrination, debriefing, courier, closed area, program access, OPSEC, Insider Threat, derivative classification, foreign travel, and routine annual security trainings.
- Prepare and maintain foreign travel briefing and documentation.
- Implement DD-254 Security Guidance and ensure program compliance with contractual requirements.
- Submit and track to completion all SCI adjudication and billet nomination requests.
- Conduct SCI indoctrinations and debriefs.
- Conduct annual self-inspections of PERSEC program.
- Maintain PERSEC databases such as DISS and SIMS.
- Report adverse information in accordance with SEAD 3.
- Send and receive visit access requests using various systems to include DISS and Scattered Castles.
- Assist ACSSOs with daily operations of the SCIFs.
- Verify clearances for employees and contractors.
Qualifications:
- Bachelor’s Degree and minimum 2 years of prior relevant experience. Graduate Degree and a minimum of 0 years of prior related experience. In lieu of a degree, a minimum of 6 years of prior related experience.
- Active TS/SCI eligibility is Required.
Preferred Additional Skills:
- Working knowledge of Defense Information System for Security (DISS) and Scattered Castles.
- Experience with implementation of the DoDM 5105.21 and ICD 705.
- Knowledge of the EAPP Process and Justification Requests.
- Familiarization with DoD Contract Security Classification Specification (DD Form 254)
- Knowledge of Security Information Management System (SIMS).
- Must be proficient with Microsoft Word, Excel, and Access.
- Must be able to communicate effectively and in a professional manner.
- Must be able to interact with persons of varying importance, multi-cultural customers, and personnel.
- Must be able to work under stressful conditions.
