Job Description:

The Specialist, Program Management supports all phases of aircraft Sustainment contract exigency efforts, ensuring timely funding, effective execution, and alignment with program objectives. This role manages cost, schedule, and technical performance; prepares and submits work order SOWs to secure customer approval; and serves as the primary interface for exigency activities, leading weekly reviews with customers and program teams. The Specialist monitors progress, identifies risks and opportunities, coordinates across technical and administrative functions to maintain cradle‑to‑grave continuity, supports annual proposal activities, and assists with subcontractor oversight and award processes.

 

Essential Functions:

  • Review potential changes in project scope and advise management and customer of the impact.
  • Coordinate with program PMs team, scheduling internal/external meetings and customer presentations as required, and prepare and manage exigency / sustainment budgets and expenses.
  • Facilitate program managers in the forecasting and statusing of the assigned projects while monitoring performance to schedules, plans and milestones.
  • Respond to the customer's needs and be able to respond to quick reaction needs. As required, support request/coordination outside of normal business hours.
  • Brief customer, user, and upper management on all facets of the assigned projects.

 

Qualifications:

  • Bachelor’s Degree and minimum 4 years of prior relevant experience.
  • Graduate Degree and a minimum of 2 years of prior related experience.
  • In lieu of a degree, minimum of 8 years of prior related experience.
  • Ability to obtain and maintain a DoD security clearance
  • Demonstrated experience in financial planning and forecasting required.
  • Demonstrated experience project management skills (negotiation, organizational, time management, and leadership, etc.).
  • Demonstrated experience engaging with internal/external stakeholders at various levels and in various functions, up to and including executive leadership.
  • Demonstrated experience managing competing priorities.
  • Demonstrated experience with full MS Office suite to include MS Project.

 

Preferred Additional Skills:

  • Experience with SAP financial reporting data and material processes.
  • Knowledge of functional bidding and forecasting tools including EEST, Labor Tracking System (LTS), Material Tracking System (MTS), Project Work Authorization Generator (PWAG), and Engineering/Manufacturing Change Requests (ECR/MCR).
  • Ability to read and interpret Integrated Master Schedules (IMS).
  • Experience in Commercial and Military Aviation/Aerospace products development and production.
  • Experience managing aircraft integration or aircraft maintenance efforts.
  • Experience with Earned Value Management System.
  • Experience driving metrics and identifying trends.
  • Experience with compliance to and execution of policies, procedures, and process.
  • Experience with continuous improvement effort through all phases of program execution.
