Job Description:
L3Harris is seeking a Specialist, Program Management to support the Over & Above (O&A) contract portfolio within the Intelligence & Defense Group (IDG) Business Area in Greenville, TX. The O&A Program Manager will be responsible for managing discrepancy-driven work efforts discovered during Programmed Depot Maintenance (PDM) on C-135 aircraft platforms that fall outside the scope of the base MITD/PDM contract Statement of Work (SOW) but are necessary to return aircraft to mission-ready status.
This position supports a Time & Materials (T&M) contract structure with multiple active performance obligations funded across government fiscal years and will transition to support follow-on fixed price contracts. The O&A Program Manager will work closely with Engineering, Operations, and Manufacturing to ensure rapid identification, scoping, pricing, negotiation, execution, and closure of O&A work packages across all C-135 variants on site, including Rivet Joint, Cobra Ball, Combat Sent, Trainer, Constant Phoenix, and RCTB platforms.

Essential Functions:
- Manage O&A contract execution including cost, schedule, and technical performance across multiple concurrent active performance obligations
- Serve as the primary customer contact for O&A program activities, leading program reviews and communicating status to customers and leadership
- Coordinate with MITD/PDM team to identify, scope, and document discrepancies that fall outside the base SOW and require O&A coverage
- Drive aggressive closure of open discrepancy reports (DRs) and work tickets across Engineering, Operations, Quality, and Contracts to support billing and contract closeout
- Manage contract closeout activities, ensuring all deliverables, financial reconciliations, and administrative requirements are met to enable timely payment
- Develop and maintain accurate cost tracking, EACs, and ETCs across all active O&A performance obligations
- Leverage data analytics and advanced reporting tools to track open work items, monitor financial performance, and provide data-driven status visibility
- Support transition planning as O&A work scope migrates from the current umbrella T&M contract to aircraft-specific O&A bids on the MITD/PDM contract
- Travel as required (up to 5%)
Qualifications:
- Bachelor's Degree and a minimum of 4 years of prior relevant experience; Graduate Degree and a minimum of 2 years of prior related experience; or in lieu of a degree, a minimum of 8 years of prior related experience
- Active DoD Secret Security Clearance
- Experience with DoD contracts in an aerospace maintenance, modification, or depot environment
- Experience driving closure of open action items, work orders, or DRs in a deadline-driven environment
Preferred Additional Skills:
- Background in aerospace engineering, supply chain management, or manufacturing/shop operations
- Experience with Big Safari program management processes and contracting vehicles
- Familiarity with C-135 aircraft platforms and maintenance environments
- Knowledge of existing L3Harris processes, tools, and operations
- Advanced proficiency with Microsoft Excel
- Ability to prioritize workload, work as part of a team, multi-task, work under pressure, and work extended hours during major deadlines
- Excellent editing, writing, and verbal communication
- High attention to detail, time management, and prioritization skills
