L3Harris is seeking to fill a Program Manager Non-Supervisory Position within the Reconnaissance Business Area. The Program Manager Specialist will provide leadership and guidance with bids, proposals, and all aspects of the execution of awarded USAF Big Safari -135 Baseline Development. This position will be responsible for sustaining Program Management processes and approaches within the Big Safari Baseline Development portfolio and directs all phases of baseline development from inception through completion.
Essential Function:
- Responsible for the cost, schedule and technical performance of assigned programs or subsystems of major programs.
- Coordinates and provides guidance in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.
- Participates in the negotiation of contract and contract changes.
- Acts as primary customer contact for program activities; leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Fulfills customer needs to ensure their satisfaction and continued business.
- Develops new business or expands the product line with the customer.
- Establishes program plans, milestones, and monitors adherence to master plans and schedules.
- Develops control systems and reports that accurately measure progress, identifies program problems, and obtains solutions such as allocation of resources or changing contractual specifications.
- Directs the work of employees assigned to the program from technical, production and administrative areas.
- Ensures the meeting of company's contract commitments.
- Sets the highest ethical standards for self and others.
Required Qualifications:
- Bachelor’s Degree and minimum 4 years of prior relevant experience.
- Graduate Degree and a minimum of 2 years of prior related experience.
- In lieu of a degree, minimum of 8 years of prior related experience.
- Ability to read, analyze, and interpret procedures and requests.
- Demonstrated ability managing competing priorities & deadlines.
- Demonstrated leadership and ability to drive change.
- Demonstrated experience drafting proposals.
- Ability work extended hours during major proposals to meet deadlines.
- Ability to obtain/maintain DoD Secret security clearance required.
Preferred Experience:
- Knowledge of Big Safari-135 program
- Experience with integrated program scheduling, risk management, subcontracts, and EVMS
- Demonstrated ability engaging with internal/external stakeholders up to and including executive leaders who participate in the bid and proposal process and the execution of contracts.
