Job Description:
The Alternate Contractor Special Security Officer (ACSSO) is responsible for managing and directing the daily security related requirements for the assigned SCIF. Responsibilities include management and execution of security functions including SCIF operations, personnel security, program support, physical security, information security, document control, access control, and other duties as assigned. The ACSSO implements all requisite national security directives with specific emphasis on DoDM 5105.21, 32 CFR Part 117, Intelligence Community Directives (ICDs), and other governing directives, as applicable. Exhibits the dedication and expectation of excellence required of a seasoned security professional while working and making decisions independently without direct supervision. They work as a member of a team, exhibit flexibility, set priorities, and manage customer expectations in a sometimes fast-paced environment. The ACSSO regularly interacts with internal and external customers, as well as Government security officials in performance of security duties. They are responsible for supporting and enacting all L3Harris corporate policies, including the protection of L3Harris’ intellectual property.
Essential Functions:
- Maintain security program policies to ensure ongoing compliance with 32 CFR Part 117, IC, DoDM 5105.21 vol 1-3, and other requirements of all classified programs under purview.
- Prepare Standard Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling, storage, and transportation of assigned assets.
- Conduct security related employee briefings, as needed, to include indoctrination, debriefing, courier, closed area, program access, OPSEC, Insider Threat, derivative classification, foreign travel, and routine annual security trainings.
- Assist with the preparation and maintenance of Fixed Facility Checklists (FFCs) in accordance with ICD 705.
- Manage new ICD 705 compliant construction along with construction/modification security plans.
- Assist the CSSO with TEMPEST checklist preparation.
- Implement DD-254 Security Guidance and ensure program compliance with contractual requirements.
- Analyze and investigate security incidents and violations; prepare internal and external customer reports.
- Conduct annual self-inspections.
- Maintain and update combinations, access control systems, and alarm access.
- Assist with team scheduling.
- Coordinate training program for SCIF security team.
- Assist with compartmented area checklists and requirements.
- Prepare, submit, and oversee Temporary Secure Working Area (TSWA) requests.
Qualifications:
- Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
- Active TS/SCI
- Must have previous SCIF experience
Preferred Additional Skills:
- Knowledge of Defense Information System for Security (DISS).
- Familiarity with DoDM 5105.21.
- Prior experience with SCIF construction process.
- Strong understanding of ICD 705 and how to implement.
- Knowledge of Security Information Management System (SIMS).
- Prior experience working with Military customers, the Intelligence Community, and members of the Defense Industrial Base.
- Must be proficient with Microsoft Office Suite.
- Must be able to communicate effectively and in a professional manner.
- Must be able to interact with persons of varying importance, multi-cultural customers, and personnel.
- Must be able to work under stressful conditions.
