Job Description:

Commensurate with the position of Alternate Contractor Program Security Officer (ACPSO), incumbent is responsible for managing and directing security related issues for the assigned program. The ACPSO’s responsibilities include management and execution of security functions including SAPF operations, personnel security, program support, physical security, information security, document control, badging and access control. The ACPSO implements all requisite national security directives with specific emphasis on NISPOM, Intelligence Community Directives (ICDs), Special Access Program (SAP) directives and other governing directives, as applicable. Exhibits the dedication and expectation of excellence required of a security professional while working and making decisions independently without direct supervision. The ACPSO works as a team player, exhibits flexibility, follows the CPSO’s priorities, and manages customer expectations in a sometimes fast-paced environment. The ACPSO interacts with internal and external customers as well as Government security officials in performance of security duties. The incumbent is responsible for supporting and enacting all L3Harris corporate policies including the protection of L3Harris’ intellectual property

 

Essential Functions:

  • Maintain security program policies to ensure ongoing compliance with 32 CFR, Part 117, IC, DoDM 5205.07, and other requirements of all classified programs under purview.
  • Prepare Security Operating Procedures (SOPs) outlining customer guidelines and establishing procedures for the handling, storage, and transportation of assigned assets.
  • Conduct security related employee briefings to include indoctrination, debriefing, courier, closed area, program access, OPSEC, Insider Threat, derivative classification, foreign travel, and routine annual security trainings.
  • Prepare and maintain System Fixed Facility Checklists (FFCs) in accordance with ICD 705.
  • Implement DD-254 Security Guidance and ensure program compliance with contractual requirements.
  • Analyze and investigate security incidents and violations; prepare internal and external customer reports.
  • Conduct annual self-inspections.
  • Physical security duties include, but are not limited to, maintaining and changing combinations, access control systems, alarm accesses, secure area modifications and buildouts
  • Maintain multiple PERSEC databases including JADE, DISS and SIMS.
  • Process PARS in accordance with SAPNP guidance.

 

Qualifications:

  • Requires proficient knowledge of job area. May have practical knowledge of project management. Bachelor’s Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
  • Active TS/SCI is Required.

Preferred Skills:

  • Knowledge of Joint Access Database Environment (JADE).
  • Knowledge of Defense Information System for Security (DISS).
  • Knowledge and Implementation of the DoDM 5205.07.
  • Knowledge and Implementation of the ICD 705.
  • Knowledge of the EQUIP Process and Justification Requests.
  • Knowledge of Security Information Management System (SIMS).
  • Knowledge of C*Cure 800/9000 Access Control Software.
  • Must be proficient with Microsoft Word, Excel, and Access.
  • Must be able to communicate effectively and in a professional manner.
  • Must be able to interact with persons of varying importance, multi-cultural customers and personnel.
  • Must be able to work under stressful conditions.
  • Experience as a GSSO, ACPSO or ACSSO preferred.
