Job Description:

 

The Senior Specialist, Program Management plays a pivotal role in leading high-impact, cross-functional projects from initial concept through successful delivery. This position is responsible for driving collaboration across teams, managing all phases of program execution, and serving as a key liaison with customers and senior leadership. With a focus on innovation, quality, and efficiency, the Senior Specialist ensures projects are completed on time and within budget, contributing to the continued success and growth of L3Harris in a fast-paced, dynamic environment.

 

Essential Functions:

  • Lead cross-functional program teams to deliver critical corporate projects from RFP through design, execution, and delivery, including proposal preparation, SOW development, contract negotiation, and oversight of cost, schedule, and quality performance.
  • Serve as the Program Manager for a range of projects, managing all phases from initial concept development through full project completion and delivery.
  • Act as a primary liaison with customers, users, and senior leadership, providing regular briefings and ensuring frequent, effective communication to support program success.
  • Direct the work of functional employees in the execution of assigned projects, establishing and monitoring performance against schedules, plans, and milestones.
  • Collaborate with the finance team to support Earned Value Management System (EVMS) requirements, including data collection, reporting, and variance analysis.
  • Ability to travel up to 10%, including internationally, as required to support program activities.
  • Flexibility to work on short notice, overtime, evenings, weekends, and holidays as needed.
  • Adaptable to meet program challenges and opportunities.

Qualifications:

  • Bachelor’s degree and a minimum of 6 years of prior relevant experience, OR graduate degree and a minimum of 4 years of prior related experience, OR in lieu of a degree, a minimum of 10 years of prior related experience.
  • Strong knowledge of program management; typically viewed as having a specialty within the discipline and may have broad knowledge of project management.
  • Interim Secret Security Clearance required, with the ability to obtain and maintain a DoD security clearance (U.S. citizenship required).

Preferred Qualifications:

  • Graduate degree in technical or business field
  • Demonstrated commitment to the highest ethical standards in all business Excellent written and verbal communication skills.
  • Excellent business acumen and leadership skills.
  • Proficiency with Microsoft Project and Microsoft Office Suite (Excel, PowerPoint, Word).
  • Experience in engineering or operations.
  • Working knowledge of system-level requirements, design practices, hardware specification, and development.
  • Data network systems experience.
  • Advanced Battle Management Systems engineering or business experience.
