Job Description:

Senior Specialist, Program Management is responsible for aircraft cross-platform contract and will direct all phases of the program from inception through completion. Drives program execution to achieve key business and financial objectives for orders, revenue recognition, operating income, and free cash flow. Responsible for the execution of the program including cost, schedule, and technical performance. Coordinates the preparation of proposals; business plans; performance work statements and specifications; operating budgets and financial terms/conditions of contract.

 

Acts as the customer interface for program activities and participates in program meetings/reviews with the customer and executive staff. Works with the technical team as design concepts are established, technical concerns are evaluated, and an approach for integration and test is developed. Participates in establishment of IMS milestones and monitors adherence to master plans and schedules; identifies challenges, opportunities, and risk across the program, such as allocation of resources or changing technical or contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas. Engages in all activities to maintain continuity with all programs on a “cradle to grave” basis.

 

Essential Functions:

Reviews potential changes in contract scope and advise management and customer of the impact.

Coordinates with Aircraft Program Managers, Engineering, Procurement, and Fabrication (EPF) and Modification, Integration, and Test (MITD) team to include scheduling, internal/external meetings and customer presentations as required, and prepares and manages departmental budget and expenses.

Oversees the work of functional employees in the execution of the assigned projects while establishing and monitoring performance to schedules, plans and milestones.

Respond to the customer's needs and be able to respond to quick reaction needs. As required, support request/coordination outside of normal business hours.

Brief customer, user, and upper management on all facets of the assigned projects.

 

Required Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience.
  • Graduate Degree and a minimum of 4 years of prior related experience.
  • In lieu of a degree, minimum of 10 years of prior related experience.
  • Ability to obtain and maintain a DoD security clearance
  • Demonstrated experience in financial planning and forecasting.
  • Demonstrated experience with project management, negotiation, program organization, time management, and leadership.
  • Demonstrated ablity interfacing with engineering, manufacturing, and management personnel.
  • Demonstrated experience working directly/professionally with the Customer, Company Sr. Management, and all Functional Groups
  • Demonstrated experience managing multiple and competing deadlines.

 

Preferred Experience:

  • Demonstrated knowledge of manpower planning, milestone scheduling, PM tools, and related financial management (COBRA, PM compass, Empower).
  • Demonstrated experience with SAP financial reporting data and material processes.
  • Demonstrated experience with MS Project
  • Demonstrated knowledge of functional bidding and forecasting tools including EEST, Labor Tracking System (LTS), Material Tracking System (MTS), Project Work Authorization Generator (PWAG), and Engineering/Manufacturing Change Requests (ECR/MCR).
  • Demonstrated experience briefing internal/external stakeholders including executive personnel. 
  • Demonstrated ability to read and interpret Integrated Master Schedules (IMS).
  • Demonstrated knowledge with Commercial and Military Aviation/Aerospace products development and production.
  • Demonstrated knowledge managing aircraft integration or aircraft maintenance efforts.
  • Demonstrated experience with Earned Value Management System.
  • Demonstrated experience driving metrics and identifying trends.
  • Demonstrated experience with compliance to and execution of policies, procedures, and process.
  • Demonstrated experience with continuous improvement effort through all phases of program execution.
