Job Description:
The Intelligence, Surveillance, Reconnaissance (ISR) Sector is seeking a Senior Program Finance Specialist to support the stand-up of the Program Finance & EVMS Center of Excellence (CoE). This role will serve as a key business partner to Program Managers, Program Finance teams, Program Excellence, Engineering, and other cross-functional stakeholders to drive consistent execution, earned value compliance, site certification readiness, and standardized program finance best practices across the portfolio. The selected candidate will support efforts to strengthen discipline around program setup, financial forecasting, EVMS execution, actuals reconciliation, baseline change control, and audit readiness.
Essential Functions:
- Partner with program finance analysts and cross-functional teams to support programs from start-up through execution and contract close-out.
- Ensure programs’ compliance to internal and external earned value requirements, including tailored approaches where waivers or program directives apply.
- Help programs establish sound structures, including control accounts, work packages, tasks, and quantifiable backup data.
- Lead and improve key program finance processes, including EVMS, EAC development, and ERP system management.
- Strengthen discipline around EVMS processes.
- Provide support for audits, internal reviews, and site certification readiness efforts.
- Create process flows, training materials, templates, and standards for EVMS and related program finance activities.
- Advise program management and cross-functional teams on adherence to finance policies, procedures, and best practices.
- Train, support, and develop Program Finance Analysts, PMO, and functional staff, particularly in earned value practices and program finance consistency across divisions.
- Ability to obtain and maintain a DoD security clearance.
Qualifications:
- Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Minimum 2 years experience in Earned Value Management System (EVMS).
- Minimum 2 years experience in Program Controls.
- Must be a US citizen.
Preferred Additional Skills:
- Ability to build collaborative relationships, earn trust, and thrive in an inclusive environment.
- Strong Proficiency in Earned Value Management, EVMS certification is a plus.
- Proficiency with a financial ERP system, such as SAP.
- Expertise with Microsoft Excel and PowerPoint.
- Strong communication and presentation skills.
