Job Description:

  • Serve as technical execution lead for modification and fleet expansion of an existing International ISR aircraft
  • Provide senior leader consultation and guidance to a team of Program Engineers, Integrated Product Team Leads and Engineering Cost Account Managers
  • Evolve and refine a program-centric execution model within a matrix Engineering organization
  • Develop, track and report key performance metrics to feed program scorecards and drive program execution
  • Support Engineering Operations reviews, Program Management Reviews and customer Technical Interchange Meetings
  • Demonstrate ownership of technical, cost and schedule performance for Program Engineering
  • Review and present quarterly engineering Estimate at Complete for Program covering all projects and engineering disciplines
  • Develop projected staffing demands and work with Functional Engineering management to accomplish necessary program staffing assignments, in conjunction with Program IPTLs
  • Collaborate with Functional Engineering Department and Line Managers on process application to program
  • Review monthly cost/schedule inputs while supporting budget, risk & opportunity reviews
  • Participate in bid/proposal activities for securing ECPs for both new and existing contracts
  • Provide clear, concise briefings to both internal and external audiences to support program objectives and convey status to senior leadership
  • Track, help shape and execute strategic R&D efforts that feed into Program Area growth
  • Must have extensive familiarity with engineering life cycle and activities required of all engineering functions to accomplish successful design, development and delivery
  • Extensive knowledge of airworthiness and Certification requirements for both FAA & military certification processes
  • Comprehensive understanding of Mission Systems, Sensors and Functions for Intelligence, Surveillance, Reconnaissance including Communications, Command & Control, Computing & Infrastructure in COMINT, ELINT, SIGINT and IMINT applications

 

Qualifications:

  • Bachelor’s Degree in a relevant Engineering discipline with a minimum of 15 years of prior related experience. Graduate Degree with a minimum of 13 years of prior related experience. In lieu of a degree, minimum of 19 years of prior related experience.
  • Active DoD Secret security clearance
  • Familiarity with mission system architectures and CONOPS for both air and ground-based applications; including hardware/software design, interface contraints, key performance parameters, SWAP-C implications, and current/emerging techniques related to ISR sensors
  • Previous role as a program Chief Engineer on multiple programs
  • Previous role as a functional manager, developing engineering staff and supporting resource assignment to programs 
  • Demonstrated experience leading multi-disciplined Engineering teams through entire product development lifecycle
  • Formal EVMS application and reporting on programs $100M+
  • Prior role as a CAM and IPTL for span of responsibility $50M+
  • Extensive experience in Intelligence, Surveillance, and Reconaissance (ISR) sensors & systems, including experience on Airframe Modifications, Airworthiness and Certification

Preferred Additional Skills:

  • Experience with Project Engineering, Aero Design, Hardware/Software Development, Test and/or Systems Engineering
  • Leadership experience through difficult and large scale development programs, requirements through IV&V.
  • Executive-level interactions and communications
  • Technical Program Management & Business Development experience
