Job Description:

We are seeking a highly skilled and experienced Supply Chain expert to manage our international subcontracts. The ideal candidate will be responsible for overseeing the procurement and management of subcontracts with key suppliers in foreign regions. This role requires strategic thinking, exceptional negotiation skills, and the ability to maintain superior oversight of international subcontract activities.

The Supply Chain Management expert for the ISR Division is responsible for strategic execution of the supply chain function, forward looking approaches for procurement and proposals for all programs within the business unit. This individual will report to a Director of Subcontracts within the ISR Sector and will work in a matrixed organization supporting Subcontracts, Material Program Management and other Supply Chain functions. The role will provide significant strategic support to the Division’s business units to include oversight of local Supply Chain (purchasing, subcontracts, material planning, and material proposals).  The employee will lead strategy, long term planning, compliance, large negotiations, savings, E3 Initiatives, Supply Chain metrics initiatives, and continuous improvement while collaborating with program management, operations, engineering, finance, and other support functions.  Other critical activities include facilitating Supplier Development and supporting the organization in the development and implementation of operating philosophies and business strategies, developing, implementing, and sustaining success metrics.  

Responsibilities include:

  • Analysis of markets and strategic sourcing to align with business goals
  • Managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability with the ability to monitor & assess project issues and develop mechanisms & resolutions to meet goals.
  • Determines feasibility of material, components, specifications or requirements and supports product development activities, including proposal support and engineering change impacts to supply chain
  • Strong understanding of baseline centric execution and Change Management with the ability to review status of projects, budgets, forecasts, EVMS; prepare status reports
  • Develop, maintain and manage strategic relationships with suppliers to achieve Program, Customer and Corporate goals for sales, orders and profit
  • Strong ability to manage cross-functional relationships to integrate the supply chain team into program development and execution
  • Negotiation expertise to include drafting and negotiating contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, Non-Disclosure Agreements and Sole Source Agreements
  • Establish & manage major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals throughout the program, including analysis of supplier capacity and capabilities.  Will ensure supplier ability to supply parts with on-going adjustment of material flow for adequate line fill and inventory optimization.
  • Apply ingenuity and innovation to develop and implement solutions to complex problems and identify areas for supplier performance improvement and cost reduction
  • Responsible for initiating corrective action measures when necessary with both suppliers and employees
  • Provide timely and accurate Supply Chain status appropriate to various levels of L3Harris Management and external customers
  • Collaborates with the Program team related to Subcontractor activities related to all critical Supply Chain functions and work proactively to meet or exceed performance (cost/schedule/technical) needs.
  • Manages procurement processes and systems. Ensures processes are aligned with all Government, Corporate, and Division policies as well as prime contract requirements.
  • Identifies and executes initiatives to improve performance based on industry best practices.
  • Support strategic new business pursuit activities as a critical subject matter expert for purchased and subcontracted systems and services.
  • Ensure risk management strategies and processes are deployed on critical procurement efforts.
  • Manage procurement metrics to ensure company goals and supplier performance objectives are being met and maintained.
  • Act as a division expert with language and customs with foreign suppliers. 

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Active Secret Clearance required, in which US Citizenship required.
  • Requires broad management and leadership knowledge to lead cross-department project teams or manage across the function.
  • Must be able to understand and speak Hebrew.
  • Experience in supply chain management (including sourcing, contracts, and/or subcontract management) in the Aerospace and Defense industry. 
  • Proven experience in supporting critical programs in foreign countries.
  • Solid knowledge of defense supply chain and purchasing processes.  Needs experience with FAR/DFARS contractual terms and conditions.
  • Experience in negotiation of large complex subcontracts and agreements.
  • Earned Value Management experience / Previous Control Account Manager experience
  • Must have advanced computer skills and a solid understanding and knowledge of SAP systems.
  • Ability to travel often; potentially being located full-time at a supplier’s facility.  Travel expected to be greater than 75%

 Preferred Additional Skills:

  • Preferred degree in Business Administration, Supply Chain Management, Engineering, or related discipline.  Master’s degree in a related field, or MBA, desired.
  • Ability to manage change in an organization, reengineering its culture and approach to workload management.
  • Understand or speak Hebrew.
  • Strong communication and interpersonal skills including the ability to interact with all levels of management.
  • Excellent analytical and organization skills.

In compliance with pay transparency requirements, the salary range for this role is $86,000k - $122,500k. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
