Job Description:
The Project Engineer (PE) holds technical responsibility and authority for the program under the technical authority from Engineering Leadership to execute assigned programs, as well as direct integration with the Program Manager (PM). This includes but is not limited to:
- Planning and execution of program activities,
- Documenting, an approval of program plans,
- Ensuring life-cycle process adherence,
- Risk identification and management,
- Technical Configuration Change Management,
- Customer and Senior Leadership interaction,
- Overall program coordination during the program lifecycle.
To this end, the individual Engineering Functional Task Leaders (Systems Engineering, Software Engineering, Aeronautical Engineering, Specialty Engineering, Logistic Engineering, Technical Publications, etc.) report to/and take direction from the PE for the assigned program operations.
The PE manages the technical functions of the program through Project Work Authorizations (PWAs) as a joint effort with the PM. The PE coordinates with the Functional Managers in the utilization of and Earned Value (EV) reporting via the Labor Tracking System (LTS) to insure consistency between the Functional and Program roll-up relative to performance against schedule and budgeted work scope.
The PE is also responsible for program technical performance, cost and schedule that extends beyond the Engineering functions, to ensuring technical compliance within the total operations activities (i.e. extends to the interfaces of manufacturing and HD&L). In addition, Project Engineers are the key technical interfaces to Customers and have the responsibility/opportunity to interact with Customers at every phase of our program lifecycles.
A Lead PE must communicate effectively within and outside of the organization which includes customers and vendors. A PE works to influence others to accept individual or team’s views or practices and changes to concepts, practices and approaches. Additionally, in this role, the PE communicates with leadership regarding matters of importance to the functional or business area.
PEs can be assigned to Programs of Record and/or Program proposal/pursuit activities.

Qualifications:
- A Bachelor’s degree in a technical field and a minimum of nine (9) years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience may be considered.
- Program planning, guidance, and engineering execution within scope, schedule and budget
- Experience leading technical cost, schedule, and performance of one or more DoD programs
- Broad understanding of INCOSE standard engineering processes
- Aircraft Integration, Test and Delivery experience
- FAA a/o Military-Type Certification experience
- Aeronautical Engineering (electrical, structural, mechanical, stress, mass properties, aerodynamics, etc.); or,
- Systems Engineering (including Test Engineering); or,
- Software / Hardware Engineering; or
- Project Engineering.
- Leadership Skills (i.e. Task, IPT Leader and/or Functional Management)
- Executive Level Interaction and Communication (to include internal and Customer stakeholders)
Preferred Additional Skills:
- Overall development and maintenance of a project baseline
- Understanding of Intelligence, Surveillance, and Reconnaissance mission system capabilities and architecture
- ISR Ground Station experience
- MIL-STD 881 Work Breakdown Structure experience
- Requirement decomposition experience
- Engineering bid & proposal experience
- Earned Value experience
