Job Description:

This position is for a new project start managing a complex Reverse Engineering project that will involve managing multiple internal and external teams to produce an engineering package. This Program Manager (PM) position has responsibility for leading a program team on critical projects from request for proposal (RFP), through proposal delivery, to the execution of contracts, to final delivery to Customers. The PM manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction.

 

Essential Functions:

  • The PM has full accountability for financial well-being and on time deliveries of the programs they manage.  This comes with having to manage and hold functional groups accountable to the execution of the program.
  • The PM will also be responsible for briefing customers, users, and upper management on all facets of the program.  Frequent customer, user, and upper management interaction is routine.
  • The PM directs the work of functional employees in the execution of the assigned projects while establishing and monitoring performance to schedules, plans and milestones. The selected individual must set the highest ethical standards for self and others.
  • The PM will work alongside our finance team for requirements associated with Earned Value Management System (EVMS) data collection, financial and manpower forecasting, reporting, and variance justification.
  • The PM is responsible for managing the cost and schedule of their programs to ensure its financial well-being.  This includes managing risk and opportunities, as well as employing sound change management practices. 
  • The PM will be responsible for leading the overall integration of the program integrated master schedule (IMS) and will be responsible for tracking progress on the program. 
  • The PM will be responsible for communicating and coordinating with internal customers, such as engineering, finance, business development and manufacturing to ensure all are strategically and tactically engaged on business objectives.
  • The PM will be afforded opportunities for problem solving and innovation in developing solutions, both internal and external.
  • The PM will also assist or lead pursuit activities, working closely with Business Development.  The PM will help shape the business case and pursuit plan. 
  • In pursuit activities, the PM will be responsible for securing and managing internal funds designated for pursuit activities.
  • Position requires occasional overtime work, including evenings, weekends and holidays as needed to meet business objectives.

 

Qualifications:

  • Ability to obtain/maintain a DoD security clearance, including no barriers to obtain Top Secret.
  • Bachelor’s Degree and minimum 9 years of prior relevant experience.
  • Graduate Degree and a minimum of 7 years of prior related experience. 
  • In lieu of a degree, minimum of 13 years of prior related experience.
  • Demonstrated experience driving programs forward efficiently through management of program milestones, KPI's, schedules and budget resulting in measurable positive progress.
  • Demonstrated experience with full program lifecycle from request for proposal (RFP), through final delivery to Customers.
  • Demonstrated experience with Earned Value Management System (EVMS) process.
  • Demonstrated experience with integration of the program integrated master schedule (IMS), including data entry and progress tracking on the program.
  • Demonstrated experience briefing and presenting to internal/external stakeholders at varying levels, up to/including executive leadership.
  • Must have experience with full MS Office Suite to include MS Project.
  • Ability to travel ~30% domestically (possible international travel) based on business needs to support customer requirements.

 

Preferred Additional Skills:

  • Active Top Secret or higher clearance.
  • Experience managing Firm Fixed Price contracts with Milestone criteria.
  • Experience managing subcontractors to ensure compliance with project schedule and deliverables.
  • Experience managing aircraft modification/integration projects.
  • Working knowledge of system-level requirements, design practices, hardware specification, and development is desired.
  • Experience as a technical Program Manager for A/C modifications and/or M/X.
  • Experience leading and deploying traveling technnical engineering teams.
