L3Harris is seeking to fill a Program Manager Non-Supervisory Position within the Reconnaissance Business Area. The Program Manager will provide leadership and guidance with bids, proposals, and all aspects of the execution of awarded USAF Big Safari -135 Ground & Training Systems contracts. This position will be responsible for sustaining Program Management processes and approaches within the Big Safari Ground & Training Systems portfolio and directs all phases of design and development from inception through completion.
Essential Function:
- Responsible for the cost, schedule and technical performance of assigned programs or subsystems of major programs.
- Coordinates and provides guidance in the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.
- Participates in the negotiation of contract and contract changes.
- Acts as primary customer contact for program activities; leading program review sessions with customer to discuss cost, schedule, and technical performance.
- Fulfills customer needs to ensure their satisfaction and continued business.
- Develops new business or expands the product line with the customer.
- Establishes program plans, milestones, and monitors adherence to master plans and schedules.
- Develops control systems and reports that accurately measure progress, identifies program problems, and obtains solutions such as allocation of resources or changing contractual specifications.
- Directs the work of employees assigned to the program from technical, production and administrative areas.
- Ensures the meeting of company's contract commitments.
- Sets the highest ethical standards for self and others.
Required Qualifications:
- Active Secret DoD security clearance with the ability to maintain.
- Bachelor’s Degree and minimum 9 years of prior relevant experience.
- Graduate Degree and a minimum of 7 years of prior related experience.
- In lieu of a degree, minimum of 13 years of prior related experience.
- Demonstrated ability to read, analyze, and interpret procedures and requests.
- Demonstrated ability to manage multiple and competing deadlines.
- Demonstrated ability to prioritize workload, and manage competing priorities which may include working extended hours during major proposal deadlines.
Preferred Experience:
- Demonstrated knowledge of Big Safari -135 program.
- Demonstrated experience with integrated program scheduling, risk management, subcontracts, and EVMS.
- Demonstrated experience editing, proofreading, and writing persuasive proposal text.
- Demonstrated experience engaging with internal/external stakeholders at varying levels, up to and including executive.
- Demonstrated experience participating in the bid and proposal process including the execution of contracts, or with those who participate in this process.
