Job Description:

 

The Director, Project Engineering, Information Dominance Group Project Engieering Manager, provides strategic and operational engineering leadership for ISR/IDG PE Managers, Program Chief Engineers, and Project Engineers, with technical execution support from Chief Engineering Leadership to shape execution across capture, development, integration, test, delivery, and sustainment.

 

This leader builds trust across Engineering, Operations, Program Management, customers, and external partners while aligning teams to a clear vision, translating data into actionable insight for senior leaders and customers, and driving accountability through disciplined execution.

 

The role is responsible for leadership beyond the core engineering functions, including close coordination with manufacturing, operations, and program management organizations.  This role requires agility, strategic and critical thinking, courageous leadership, and continuous improvement to deliver compliant program outcomes across the IDG Division.

 

Essential Functions:

 

  • Develop and execute short and long-range resource (staffing demand and supply) plans, operating rhythms, and technical strategies that support multi-year division objectives.
  • Lead cross-functional execution across engineering, manufacturing, integration, test, delivery, and operations within scope, schedule, budget, and compliance commitments.
  • Serve as the senior interface to align policies, procedures and tools valued across ISR into IDG, when helpful to business.
  • Establish and improve IDG execution of processes, systems, and solutions that drive operational efficiency, risk reduction, and future best practices.
  • Direct risk and opportunity management, data analysis, and decision making for complex pursuits and active programs.
  • Build organizational capability by coaching leaders, empowering teams, and fostering a culture of trust, accountability, and positive engagement.
  • Build and develop a strong leadership pipeline and high-performing engineering organization.

 

 

 

Qualifications:

  • Bachelor's Degree and a minimum of 15 years of prior related experience. Graduate Degree and a minimum of 13 years of prior related experience. In lieu of a degree, additional equivalent experience may be considered.
  • Requires advanced business knowledge and highest level of technical mastery in the Project Engineering functional area, with the leadership capability to guide business and functional teams.
  • Demonstrated experience leading complex engineering execution across the full product lifecycle, including capture, requirements, design, development, integration, test, delivery, and sustainment.
  • Demonstrated experience influencing senior leaders and customers on matters of strategic importance and building consensus across matrixed organizations.
  • Demonstrated experience developing resource plans, operational goals, and execution strategies for a business area or function.
  • Additional requirements include:
    • Demonstrated experience using data analytics, trend evaluations, and reporting to inform decisions and communicate status.
    • Must currently hold a DoD Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance and be able to maintain that clearance, which requires U.S. citizenship.

Preferred Additional Skills:

  • Knowledge of Government acquisition processes and experience.
  • Knowledge of MIL-STD-881 and standard Work Breakdown Structures.
  • Familiarity with engineering management tools such as DOORS, EEST (incl. EESTNext), JIRA, Project Online, and TeamCenter.
  • Experience performing Risk and Opportunity analysis.
  • Experience supporting multiple Quick Reaction Capability (QRC) and similarly complex / rapid action ISR mission solutions.
  • Ability to translate technical data into consumable information for junior PCE/ PEs, senior leaders and customers.
  • Demonstrated ability to build trust, cultivate partnerships, and adapt communication style to stakeholder needs.
  • Proven success setting goals, establishing operational cadence, and delegating effectively across multiple reporting groups.
  • Strategic mindset with the ability to develop technology or execution strategy for a business area.
  • Strong emotional intelligence, transparency, and follow-through in leading teams.
  • Experience within RC-135, WC-135, Cobra Ball, Combat Sent, and/or other ISR platforms.
