Job Description:
The Subcontracts Lead is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverage the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers.
Essential Functions:
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, and contract execution
- Responsible for collaboration on acquisition strategy and sourcing
- Development of the subcontract requirements (i.e. SOW development)
- Generation of the request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation.
- Management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor.
- Responsible for change management, risk management,
- Responsible for management of customer and government owned property, including transportation and delivery, invoice processing, acceptance of articles, work performed and payment.
- Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
- Support government, customer and internal audits as required.
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
- Ability to travel domestically and internationally if needed.
Qualifications:
- Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- Minimum of 7 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance.
- 7 years of experience using MRP systems software.
- Minimum 5 years’ experience with Microsoft Office Suite
Preferred Additional Skills:
- Experience with Earned Value Management (EVMS) as Cost Account Manager for Subcontracts managing budgets and sales forecasting
- Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
- Experiemince with negotiations, subcontractor management and program risk management
- Experience reviewing technical SOWs and scope of work
- Experience with FAR/DFAR requirements, prime contract flow downs, international trade compliance, ITAR, EAR, import/export, general provisions, terms and conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs
- Experience with intellectual property (IP) and patent requirements
- Lean Six Sigma experience
