Job Description:

 

Our team is seeking a Sr Specialist, Contracts with in-depth knowledge of Government contracts and regulations, along with the proven ability to manage large, complex contracts that are critical to the division, requiring minimal oversight. This individual will be responsible for effectively communicating both internally and externally to drive and influence changes in practices, processes, and strategies. They will also play a key role in driving significant improvements across processes, systems, and products. Additionally, they will provide valuable input into the development of new products and processes, implementing operational plans that deliver measurable business and functional results.

 

Essential Functions: 

  • Responsible for RFP and solicitation review and risk assessment, proposal strategy and preparation, contract negotiation, contract administration, and customer contact activities for assigned contracts and programs
  • Partnered with L3Harris Program Management Office, Contracts serves as the primary communication conduit between L3Harris and its customers, along with maintaining contractual records and repository.
  • Analyzes proposal materials and estimates to ensure accuracy and risk capture
  • Key stakeholder and cross-functional team member that leads the preparation of proposals and obtain appropriate approvals prior to customer submission
  • Leads customer negotiation process
  • Ability to negotiate complex contract terms and conditions and SOWs with US Government customers, commercial customers, and international customers
  • Champions and leads the program contract change management process
  • Advises business unit leaders and management of contractual rights and obligations
  • Communicates effectively within and outside of own function and business area, and has responsibility for communicating with parties external to the organization when necessary
  • Explains, interprets, and gains cooperation on complying with L3Harris policies, procedures and practices, as well as contractual requirements
  • Ability to handle multiple assignments and achieve program goals and meet deadlines in a fast-paced environment
  • Ability to clearly present information to broad audience, inclusive of higher levels of management, as well as peer associates
  • Ability to travel as required. Anticipated 10 – 25% of the time.

 

Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.

Preferred Additional Skills:

  • Depth of knowledge of FAR, FAR supplements, and other agency regulations
  • Negotiation experience
  • Demonstrated business acumen/finance experience
  • Demonstrated ability to build relationships
  • Advanced verbal and written communication skills

 

 

In compliance with pay transparency requirements, the salary range for this role in Colorado State, Hawaii, Illinois, Maryland, Minnesota, Vermont and New York State is $78K-$145K.  For California, New Jersey, Seattle, Washington D.C., Maryland Greater Washington D.C. area, the city of Denver, Washington State and New York City, the salary range for this role is $90-$167K.  This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
