Job Description:

We are looking for a Program Chief Engineer to lead the engineering technical, schedule and cost activities of a design team on different types of Autonomous Underwater Vehicle (AUV) programs including new product development, production and IR&D programs. Work closely with Program Manager, Engineering groups, Manufacturing department and other departments as necessary to expedite project completion and facilitate the overall operation of project team. Report to the Business Chief Engineer on all program metrics, status, staffing, and ongoing efforts.

Essential Functions:

  • Facilitate the overall operation and performance of a project team with minimal oversight from management team
  • Provide coordination between resource managers/supervisors and Program Managers
  • Oversee and coordinates the cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer
  • Provide technical leadership on issues related to subcontractors, suppliers and customers, supports management of the technical risks and opportunities to optimize program performance
  • Work with Program Management office team to ensure that all technical contractual obligations or project baseline requirements are fulfilled, reviews program documentation and other work products created by the program team.
  • Work with Program Manager and Functional Engineers to assure adherence to cost, schedule and quality requirements.
  • Provide timely status updates with milestones, issues with plan of resolution to management team.
  • Function as primary technical point of contact for Engineers, Program Managers and Customers.
  • Frequent use and application of technical standards, principles and techniques
  • In conjunction with the Program Manager, Prepare and monitor engineering project team schedules, plans and budgets, competent in understanding and reporting EV metrics.
  • Estimate resource needs for developmental programs based on technical system knowledge.
  • Prepare, deliver and explain technical presentations to customers with little or no oversight or functional support.
  • Plan, develop and conduct design reviews internally and with the customers.
  • Plan, attend, and execute complex at sea test evolutions involving multiple vessels, organizations, and team members
  • Investigate and resolve complex technical issues and have the capability to resolve them with little to no oversight or functional support.
  • Capable of supporting the technical team in hands on troubleshooting and repairs efforts including but not limited to vehicle disassembly and assembly, soldering, PCB replacement, connector replacement or repair, log review and data analysis.
  • Coordinate preparation of work breakdown structures, task descriptions, basis of estimates and other resources required to perform cost estimating.
  • Support new business opportunities related to the product.
  • Work with the engineering team to adhere to Quality Systems Manual and applicable Standard Work Instructions.
  • Work with team to make significant improvements of processes, systems, solutions, or products to enhance performance of job area and develop new concepts or standards.
  • Implements strategic goals established by leadership. Provides input into new products, processes, standards and/or operational plans that will have measurable impact on the achievement of overall function or business results.
  • Perform other related duties as assigned.

Qualifications:

  • Bachelors degree and a minimum of 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience
  • Multi-Disciplined Team Lead Experience 6+ years after receiving Bachelor's degree.
  • At sea test lead experience and in-depth technical knowledge of AUV systems and integration efforts
  • Hands on technical troubleshooting experience including but not limited to vehicle disassembly and assembly, soldering, PCB replacement, connector replacement or repair, log review and data analysis.
  • Experience being a Technical Lead on a developmental or production program
  • Must have a good working knowledge of Control Account Management (CAM) and Earned Value Management and be competent in understanding and reporting metrics
  • Must have a good working understanding of ocean engineering, underwater infrastructure and autonomous undersea vehicles and operations
  •  Ability to obtain a US DOD Secret Clearance which requires US Citizenship.

Preferred Additional Skills:

  • Bachelor of Science Degree in one of the following disciplines is preferred:  Mechanical Engineering, Electrical Engineering, Systems Engineering, Physics, or Computer System Engineering.

  • Creative and adaptable thinking and problem solving skills
  • Experience in working, operating and/or designing autonomous underwater vehicles
  • Experience at sea and working with AUVs
