Job Description:

As a Lead Systems Engineer, you will lead the technical development of and own the evolving technical baseline for an existing, complex network communications system comprised of multiple systems and system elements. The ideal candidate demonstrates a positive, hands-on, collaborative approach, partnering with both engineering and the business leadership to inform and drive a cohesive market strategy.

 

EMSS is a Satellite-based Personal Communications System (PCS), utilizing a commercial satellite infrastructure to provide voice and low data rate data services from a mobile, lightweight terminal through a DoD dedicated gateway which accesses the Defense Information Systems Network (DISN). It is capable of providing secure services, in addition to non-secure access to commercial telephone services.

 

This Lead Systems Engineering role with L3Harris will be the senior technical authority on a program pursuit, or team to design and develop a system/subsystem product. He or she has the responsibility for ensuring the technical integrity of the system product and providing leadership of the engineering team as well as overseeing execution on all engineering aspects. The Lead or "Chief" SE is the primary technical point of contact to management and the Customer.

 

This role will begin in Dulles, VA and transfer to Herndon, VA at a TBD date.

 

Job Responsibilties:

Common duties and responsibilities include:

  • Leading cross-functional teams through System of Systems concept development, design, development, testing, deployment, and maintenance of operational systems and networks
  • Scalable software and system architectural definition, development and preparation of CDRL documentation and other technical documentation that comprise each project’s Technical Data Package (TDP), for subsequent delivery to the customers
  • Understanding DoD missions CONOPs and overseeing the development of system CONOPS including system/subsystem-level sequence diagrams, user cases, and user stories through design and verification
  • Ground system development, implementation, and maintenance (integrating, testing, delivery, installation, customer/user training and sustaining engineering support)  
  • System design, development, and integration across a myriad of platforms including: Linux environments, database, Virtualization (VMware) and Cloud infrastructure (AWS)
  • Establishing and driving execution of a long-term technical roadmap including innovation to improve existing product and infrastructure performance, prioritize technical debt/backlog items across multiple software product lines
  • Integration and field testing of communication product lines into larger systems and networks
  • Overseeing the integration of different system components, identifying and mitigating integration risks, and ensuring seamless system functionality
  • Customer relationship establishment and maintenance (build, establish, and maintain solid working relationships with our diverse set of customers)
  • Eliciting requirements from customers and other technical community stakeholders, both internal and external to the organization
  • Working with CM tool sets (Atlassian Jira, Confluence)
  • Supporting Business Area leadership with various on-going projects, system modeling and innovation efforts, AI modeling, and database optimization
  • Overseeing system software releases for multiple service elements that control user device communication across the network
  • Applying a proactive, innovative, and collaborative approach to leading systems, software, and cyber engineers
  • Mentoring/training junior and mid-career engineers
  • Obtain and maintain any future required clearances.
  • Travel as needed up to 10% of the time.

Qualifications:

  • Bachelor’s of Science Degree in Engineering and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • 5+ years in detailed military, terrestrial, or satellite communications technical SATCOM (Satellite Communications Systems) development
  • 3+ years experience leading a group of multi-disciplinary engineering teams to manage the overall technical baseline
  • Prior or current experience working in a Linux OS environment utilizing virtulization tools/technologies
  • Requires an active DoD Secret Clearance and ability to obtain a TS/SCI

Preferred Additional Skills:

  • Active TS/SCI security clearance is preferred
  • Experience with development programs using Agile Scrum, Agile SAFe, DevOps/DevSecOps, and/or CI/CD methodologies
  • Experience with software microservices and containers
  • Experience with database technologies and architectures
  • Experience with SATCOM Layer 2 network protocols
  • Experience with tools, such as MagicDraw/Cameo System Modelor, JAMA, DOORS, Enterprise Architect, Rhapsody, and other RM/PLM tools would also be a plus
  • Familiar with one or more of source code repository tools
  • Relevant certifications such as INCOSE® (ASEP, CSEP, ESEP), Security+, AWS
  • Communication and presentation skills and the ability to work harmoniously in a team environment with government customers and other contractors
