Job Description: L3Harris Technologies is seeking an experienced Senior Specialist, Technical Support Engineer in supporting the Wideband Satellite Communications Operations and Technical Support II (WSOTS II) Contract. The primary responsibility of this role will be the Commercial Satellite Communications (COMSATCOM) Subject Matter Expert (SME). The COMSATCOM SME is identified as a “key personnel” position on the WSOTS II contract. This position will be based in Building 3, Peterson SFB in Colorado Springs, CO.
Essential Functions:
The COMSAT SME duties include but are not limited to:
- Provide engineering services for transmissions management and control for all commercial frequency spectrums to include all Commercial satellite systems that are in use.
- Review policy and plans for commercial satellite communication programs and suggest concepts for technical solutions that consider systems architecture, interoperability, interfaces, protocols, networking, expansion potential and overall end-to-end compatibility.
- Participate in various Department of Defense (DoD), Joint, and other Government agency working groups, meetings and Operational Planning Teams and as directed by L3Harris.
- Analyze, evaluate, and recommend concepts for future communications and automation operational challenges using knowledge of satellite communications systems and their relationship to other telecommunications networks
- Provide technical and operational inputs, system configuration and operational mission support
- Develop technical and management comments reflecting the command position with respect to USSF, USSPACECOM and Joint actions, interface with other commands and higher authorities.
- Assist in managing Commercial SATCOM ground segment and gateways for transition to current/future satellites through concept, development, testing, procurement, production, and fielding
- Works at senior level to develop employment and migration strategies in support of Combatant Commands and user groups across the DoD.
- Provide input to briefings and papers which convey strategic vision or organizational policies.
- Provide input relating to new Commercial SATCOM requirements.
- Coordinate and assist CCMD J6s and Service components with the input to commercial communications in support of theater OPLANS, Contingency Plans (CONPLANS), and Functional Plans (FUNCPLANS).
- Coordinate and team with Commercial SATCOM enterprise stakeholders in order to drive synergistic mission effectiveness, to include, but not limited to, the Combined Space Operations Cell (CSpOC) Commercial Integration Cell and the SSC Commercial SATCOM Contracting Office.
- Collect and maintain Service terminal basis of issue and capabilities content as a knowledge management function
- Collect and maintain knowledge base on commercial satellite constellation coverage and status
- Provide employment recommendations for integrating MILSATCOM, COMSATCOM, and ground systems in support of globally deployed forces.
Qualifications:
- Active DoD TS clearance with SCI eligibility
- Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Expertise in commercial satellite constellations and commercial ground station equipment, with the following knowledge, skills, and abilities:
- Operation and maintenance of the space, SATCOM, airborne, and terrestrial networks and systems as specified in the Job Description
- A systems engineering related field with a specialization in satellite communications, information technology, or electrical engineering
- Demonstrated relevant experience with the SATCOM apportionment planning and allocation processes taking into consideration all ground, space, and control networks, and operational control of sub-networks for apportioned SATCOM resources
- Knowledge of Commercial satellite communications systems and capabilities, delivery methods and employment methods
- Four (4) years of demonstrated relevant experience or education in communication principles and SATCOM theory
- Two (2) years of operational experience with Commercial SATCOM systems
- Four (4) years of relevant experience with the SATCOM apportionment planning and allocation processes taking into consideration all ground, space, and control networks, and operational control of sub-networks for apportioned SATCOM resources
- Demonstrated relative knowledge of intelligence capabilities, processes, and tasking mechanisms necessary to support Government efforts for performance of SATCOM Interference tasks.

In compliance with pay transparency requirements, the salary range for this role is $71,500 - $132,500 This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
