Job Description:

The Technical Manager – Software, Integration & Test Engineering leads and directs a multi-discipline engineering team of approximately 20–30 engineers of various levels of experience across software development, systems integration, verification, validation, and test. This leader must possess extensive knowledge of Software Engineering, Integration and Test Engineering, and associated principles of software development, system integration, verification, validation, and test execution for complex engineering solutions.

Provides technical guidance and leadership to subordinate engineers and maintains proper staffing levels and domain expertise to meet business objectives. Develops and conducts programs in accordance with program contractual requirements, company policies, priorities, and budget constraints. Contributes directly to program performance by leveraging technical expertise and experience in software solution architecture, design, implementation, integration, verification, validation, qualification, deployment, and sustainment. Leads root cause and corrective action investigations, provides independent review team perspectives, and participates in program reviews. Manages and/or develops budgets for assigned function or department, including operating requirements, training, equipment, lab/test assets, and material purchases. Provides technical oversight and assistance to other departments as required.

Makes significant improvements in processes, systems, products, and test capabilities. Manages the implementation of the technical strategy for Software Engineering and Integration & Test and establishes short-term operational plans with measurable contribution to function and program results. Meets functional requirements for hiring, staffing, training, talent development, engagement, retention, and overall management of the department. Responsible for the technical execution, staffing, and oversight of all programs/projects assigned to the organizational unit. Acts as an advisor to subordinate staff members to meet schedules and resolve technical or operational problems spanning software development, system integration, lab execution, verification, and field support.

Exerts influence the development of overall objectives and short-term operational plans of the organization. Frequently contacts equivalent-level managers, customer representatives, and program stakeholders concerning projects, operational decisions, scheduling requirements, contractual clarifications, test readiness, system integration planning, and talent development. Works to influence others to accept the function’s views or practices and agree/accept new concepts, practices, and approaches. Requires ability to communicate with executive leadership regarding matters of significant importance to the organization.

Works with Business Development, Program Management, Systems Engineering, and Business Leadership to provide input for Strategic Planning, Research and Development Planning, test infrastructure planning, and Inter-Corporation Resource Sharing. Stays abreast of state-of-the-art technology; identifies disruptive or emerging technology trends for inclusion in Internal Research and Development or pursuit/program engineering change proposal opportunities. Ability to enable teams to resolve issues across programs, drive innovative solutions, and solve execution and technical challenges on time and within budget.

Essential Functions:

  • Lead a multi-discipline engineering team across software development, software integration, system integration, verification, validation, and test to meet customer requirements within allocated cost/scope/schedule commitments.
  • Provide technical and organizational leadership for software development and Integration & Test activities across the full lifecycle, including requirements analysis, architecture, design, implementation, integration, verification, validation, qualification, deployment, and sustainment. 
  • Oversee planning and execution of integration and test efforts, including test strategy, test readiness, test procedures, test automation, test environments, lab resources, troubleshooting, defect tracking, and requirements sell-off.
  • Participate in architecture, design, code, integration, and test readiness reviews.
  • Collaborate with Systems Engineering, Hardware Engineering, Manufacturing, Quality, Program Management, and Operations to develop reliable, supportable, and testable solutions.
  • Ensure the team follows disciplined engineering and development processes, including Agile software development, systems integration processes, verification planning, and formal test execution practices.
  • Support software and integrated system troubleshooting for units under test, deployed systems, and operational assets, as applicable.
  • Communicate with leadership on status, issues, milestones, technical performance, integration readiness, test results, and successes.
  • Strong technical skillset, able to contribute to requirements analysis, design, code and unit test, integration and test, verification closure, discrepancy resolution, and customer acceptance activities.  Drive root cause analysis and corrective action for software, system, and test anomalies.
  • Support development and maintenance of labs, test tools, test automation frameworks, simulators, emulators, and hardware/software integration environments.
  • Lead staffing, mentoring, career development, and performance management for engineers across multiple disciplines.
  • These positions require you to obtain a DoD TS/SCI Clearance, which requires U.S. Citizenship.
  • Lead and support technical proposal development and review for government programs, including solicitation analysis, compliance assessment, technical solution development, cross-functional coordination, risk identification, basis of estimate support, and proposal content review to ensure quality, accuracy, and executable planning.

Qualifications:    

  • Bachelor’s Degree and minimum 12 years prior related experience, including substantial background in software development, system integration, and/or verification and test. Graduate Degree with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
  • 3 years of management and leadership experience with demonstrated success leading technical teams across full product lifecycle development, including executing performance appraisals, managing staffing allocation, process leadership, and career development.
  • 5 years of experience with Software Development methodologies like Agile/Scrum, Agile/SAFe, Waterfall, Kanban, and TDD.
  • 5 years of experience with DevSecOps and a proven track record leading teams to leverage CI/CD pipelines and automated build/test capabilities.
  • 8 years of experience leading or contributing to engineering development through various phases including design, coding, integration, deployment, sustainment, verification, and test.
  • Experience with system integration, verification, validation, test planning, test execution, defect tracking, and troubleshooting in complex development environments.
  • Ability to acquire Top Secret Clearance.

Preferred Additional Skills:

  • Experience as a Lead Software Engineer, Integration Lead, Test Lead, Chief Engineer, or Subject Matter Expert on a product development effort.
  • Software development and/or integration and test experience with OOD, UML, C/C++, Java, scripting, test automation, and web development.
  • Experience developing or leading Enterprise Software Systems with high availability requirements.
  • Experience with hardware/software integration, system test, lab architecture, environmental test coordination, and qualification/certification support.
  • Experience with automated test frameworks, test orchestration, data collection, log analysis, and requirements verification/traceability tools.
  • Ability to clearly and succinctly convey information and ideas, including strong executive communication and presentation skills.
  • High expectations for continuous improvement and sustained excellence for self and team members – Lean Six Sigma, data-based decision making, engineering performance metrics, and test effectiveness metrics
  • Certified SCRUM Master, Product Owner, Release Train Engineer, Coach, and/or relevant test or quality certifications.
  • Experience with lab/resource planning, capital planning for test infrastructure, and cross-functional coordination for integration events and formal test campaigns.
  • Familiarity with regulated, mission-critical, or defense/aerospace environments requiring formal verification, configuration control, and customer acceptance testing.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $161,500 - $300,500. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, and Vermont is $140,500 - $261,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
