Job Description:
L3Harris Technologies is seeking a Proposal Operations Manager to oversee and manage proposals of varying sizes and strategic importance within the Space Systems Sector. The manager leads cross-functional teams throughout the proposal development process, ensuring compliance with RFP guidelines (L/M, etc.), organization, and timely delivery. Key responsibilities include managing schedules, overseeing content creation, conducting quality reviews, and ensuring alignment with company policies and customer requirements. The Proposal Operations Manager also serves as a liaison between the proposal team, management, and other functions while educating internal teams on proposal processes and resources.
Essential Functions:
• Manage projects or processes with general supervision
• Communicate with contacts inside and outside of the department to explain and interpret operational processes, practices, and procedures
• Recommend enhancements to systems and processes
• Work to achieve operational targets for specific programs and projects with moderate impact on departmental results
• Possess comprehensive knowledge of business acquisition and proposal development
• Develop broad, cooperative relationships with numerous groups and individuals across functions and teams within the sector
• Demonstrate the highest level of personal integrity, professionalism, and work ethic
• Deliver a high level of customer service to internal customers
• Exhibit meticulous task management and attention to detail
• Adapt easily to changing environments and multiple competing demands
• Work comfortably both as an individual and in group settings, interacting with all levels of management
Qualifications:
• Bachelor’s degree and a minimum of 4 years of prior relevant experience; Or, a graduate degree and a minimum of 2 years of prior related experience; Or, in lieu of a degree, a minimum of 8 years of prior related experience
• Must be able to obtain a Top Secret clearance
Preferred Additional Skills:
• Advanced Microsoft Office skills, including Word, Excel, PowerPoint, and SharePoint
• Familiarity with capture management, business development, and program management organizations
• Experience in the defense industry, U.S. Government, or aerospace
• Shipley Certification or similar coursework
• Excellent communication, judgment/problem-solving, interpersonal, and team collaboration skills
• Excellent written and presentation skills
• Well-organized, resourceful, and a multi-tasker with strong attention to detail
• Ability to anticipate assistance needs and take initiative
• Able to effectively handle multiple simultaneous projects
