About your next Challenge as a Site Lead:

Under the supervision of the Senior Manager, Operations (CF-18 Fleet Manager) in Mirabel, Operations Manager (Site Lead – Cold Lake) will be the Senior Representative for all L3Harris MAS Operations at 4 Wing Cold Lake.

As the Operations Manager, you will be responsible for supporting CF-18 Fleet to meet operational needs of our client at the Department of National Defence (DND). You will direct the work of the L3Harris MAS supervisors, technical professionals (TSRs, planners, etc.) and the entire team of L3Harris MAS technicians assigned to CF-18 maintenance in Cold Lake.

Together with their team, the Site-Lead will also be responsible for ensuring that our subcontractor is performing and respecting their Material Management engagements with the new CF-18 contract.

They will also hold the authority of delegate SMM (Senior Maintenance Manager) for airworthiness maintenance for all CF-18 operations.

What will you do: 

  • Support 1st and 2nd line maintenance activities and workshops at 4 Wing Cold Lake to meet operational needs and ensure the number of aircraft "available" to the operational community is maintained IAW the new CF-18 contract;
  • The main on-site point of contact (POC), liaising with DND representatives including the Wing SAMA, SAMEOs, CAE and ArcField. 
  • With ArcField, coordinate and ensure the availability of all Primary Air Vehicle (PAV) parts necessary to maintain CF-18 aircraft in a state of readiness at 4 Wing Cold Lake including deployment locations;
  • Identify and assess issues / constraints / risks that could lead to delays in the execution of Cold Lake’s responsibilities within the new CF-18 contract;
  • Coordination of the new CF-18 contract between Mirabel, the sub-contractors, CAE, ArcField and the customer;
  • In collaboration with the Fleet Manager and the Master Planner, advise the Operations Management and the Program Office on priority setting (manpower, deliveries, risks, etc.);
  • Working with the Team, focus on continuous improvement to processes, systems, solutions or products to increase business performance. May have to develop new concepts or propose new standards to meet all aspects of the new CF-18 contract;
  • Communicate, collaborate, establish and maintain a professional and courteous relationships with the Programs group, the client (DND), the various L3Harris representatives and ArcField;
  • Generate Production Reports as required by the new CF-18 contract;
  • Carry out regularly scheduled meetings with Supervisors and Team Leads and conduct quarterly Team meetings.
  • Provide guidance for the Site Environmental, Health & Safety Committee and follow-up on recommendations and accident investigations;
  • Replace supervisors and department heads as required.
  • Main POC for all Human Resource issues (liaising with the HR Business Partner (HRBP) in Mirabel) including maintaining and updating the Site Succession Plan;
  • Coordinate the hiring process with the HRBP and Talent Acquisition. Draft employee requisitions, conduct interviews, carry out the new hire indoctrination, and manage the probation period;
  • Produce all annual and semi-annual Performance Evaluations of direct reports and review the evaluations for all members of the Team;
  • Provide global strategy and technical solutions as required for all operational aspects of the business while maintaining and influencing innovation and Continuous Improvement;
  • As a visionary, provide a comprehensive strategy and technical solutions based on the operational needs and challenges associated with the new CF-18 contract;
  • Represent Cold Lake Operations in various meetings within L3Harris MAS, as well as with the customer to provide operational solutions and their degree of feasibility; and
  • POC to manage and coordinate all Special Projects assigned by Mirabel to Cold Lake.

Required Skills and Experiences:

  • (Preferred) BA in Industrial Engineering, Operations Management, Mechanical Engineering combined with nine (9) years operations management experience or Graduated degree in Industrial Engineering, Operations Management, Mechanical Engineering combined with seven (7) years’ experience in operations management.
  • Extensive knowledge of Microsoft Office and Windows Operating environment. 
  • Knowledge of SAP
  • Knowledge of different problem-solving methods (e.g., 8D)
  • Continuous improvement knowledge and experience (concepts, methodology)
  • Project management knowledge and experience
  • Knowledge of environmental, occupational health and safety legislation and policies
  • Adaptability, interpersonal skills, strong customer service skills
  • Experience in quality control or relevant experience (an asset)
  • (Preferred) Bilingual (English and French) with strong oral and written communication skills in both languages.
  • Planning, organizing and managing priorities
  • In-depth knowledge of airworthiness legislation and policies
  • Excellent teamwork, collaboration, communication and interpersonal skills

Eligibility Criteria (Mandatory):

  • Must be eligible for registration with the Controlled Goods Program;
  • Must be eligible to obtain and maintain a government of Canada “Reliability” status and Level 2 (Secret) security clearance.
  • Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
