Job Description:

The Chief Systems Engineer position will be responsible for the technical execution of all programs under the Decoy portfolio in Clifton, NJ. The Chief Systems Engineer will report to the Systems Engineering Electronic Warfare Sr. Manager. Additional responsibilities will include providing technical direction to all current portfolio members (programs/pursuits/IRADs), leading the development and productionization of the core portfolio product(s) and new enterprise pursuits, providing customer briefings, and collaborating with Chief System Architect on future architecture(s) and technology roadmap. 

The position involves close coordination with the program managers working portfolio programs.  The position will also provide coaching and development for the portfolio engineering staff as well as oversight and direction for the entire portfolio.


Essential Functions: 

  • Subject matter expert in Electronic Attack systems, especially decoys
  • Understand customer mission, customer sets, drives technical strategy within the portfolio
  • Final technical authority of the core product(s) and programs in alignment/coordination with Chief System Architect
  • Lead technical council in definition of and provide approval on SW/FW approaches, HW Baselines, and Demos/Event details.  Facilitate/execute capability breakdown to Epic level, guide definition/documentation required to handoff work to teams and further breakdown work. 
  • Eliminate technical roadblocks for product and program development
  • Develops, tracks, and presents technical performance metrics
  • Works with the program managers to perform risk assessment and develop mitigation strategies for complex projects
  • Viewed as an expert and/or resource within the field by peers in and outside the organization
  • Improves upon existing Systems Engineering processes
  • Oversees trade studies on a variety of systems and components
  • Oversees design verification testing efforts including lab, chamber, ground, and flight test
  • Oversees simulations and other analyses to predict system performance in various environments
  • Formulates and presents results during internal and external program meetings
  • Participates in proposal activities both cost and technical
  • Oversees IRAD execution within the portfolio
  • Represents programs as the lead engineering interface to customers
  • Develop, mentor, and motivate systems engineers to peak performance
  • Must be able to effectively interface with portfolio management, program management, and customers
  • Engineering POC for program accomplishments, issues, highlights, weekly status within the Portfolio


Qualifications:

  • Bachelor’s Degree with a minimum of 12 years of prior related experience. Graduate Degree with a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
  • Active Secret Security Clearance, US Citizenship required.  Ability to obtain and maintain any additional clearances as required.
  • Electronic Warfare Subject Matter Expert, with specific experience in Electronic Attack
  • Extensive experience in an Engineering leadership role including estimating and executing to budgets, such as: Integrated Product Team (IPT) Lead
  • Experience with proposal development including generating basis of estimates
  • Experience in development of use cases developed from customer objectives and concepts of operations
  • Experience with systems integration and test, including but not limited to systems integration lab (SIL), chamber, ground, and flight
  • Experience with requirements development and architecture definition
  • Experience on large scale Hardware / Software Engineering development efforts
  • Experience on large scale Hardware Environmental Qualification testing efforts
  • Ability to convey complex technical information in a clear and concise manner, including executive presentations, Program updates with internal & external stakeholders, etc
  • People skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment
  • Communication skills (written, verbal, & presentation)
  • Ability to lift to 20 lbs
  • Up to 10% travel may be required
  • Other duties as required
     

Preferred Additional Skills:

  • Active Top Secret Security Clearance
  • Prior experience in a Chief Systems Engineer role
  • Familiarity with the anti-ship and naval defenses market, mission, priorities, initiatives, CONOPS, use cases, and user community
  • Multi-domain knowledge, in particular systems, RF, software, and firmware
  • Experience in Design for Cost and Design for Manufacturaing methodoligies is highly prefeered
  • Experience in business capture
  • Hands on experience in system integration, engineering testing, and system performance characterization of embedded RF systems
  • System level design experience in which the applicant has been involved in the design and integration of complex hardware/software systems, the definition of multiple interfaces, and been involved in the trades of multiple solution options
  • Experience leading a team to complete assigned program tasking
  • Experience with Model Based Systems Engineering
  • Experience in Control Account Management as part of an Earned Value Management System
  • Competency making decisions with imperfect and incomplete information
  • Experience using Microsoft Office products

 

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $150,000 – $278,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
