Job Description:
L3Harris Clifton, NJ site is seeking a professional with strong knowledge of job area and broad knowledge of digital and RF test procedures, equipment, and operations. Manages complex projects or processes with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Makes moderate to substantial improvements to systems and processes. Develops manufacturing test strategies for specific products and processes. Interfaces with test engineering in maintaining and executing assignments, training and test procedures. Estimates manufacturing test costs based upon past performance and makes recommendations for tooling and process requirements of new or existing product lines. Maintains test equipment calibration, records and reporting systems for coordination of manufacturing operations.
Essential Functions:
- Leads and oversees Manufacturing Operations for Assembly and Test activities across multiple product focused teams and/or work centers supporting the delivery of electronic warfare systems, including LRUs, WRAs, SRAs, and subassembly builds.
- Provides direct leadership for approximately 6 to 8 supervisors and indirect leadership for a larger hourly workforce within a unionized manufacturing environment.
- Manages operations in accordance with business objectives, company policies, and applicable collective bargaining agreements, while fostering a safe, respectful, and productive work environment.
- Drives execution of daily and long-range operational objectives to meet commitments related to safety, quality, schedule, cycle time, unit cost, labor efficiency, throughput, and first pass yield.
- Provides leadership and input related to hiring, promotion, performance management, compensation, disciplinary action, workforce planning, and organizational design within the manufacturing organization, in alignment with company policy and labor requirements.
- Leads cross-functional teams and collaborates with Manufacturing Engineering, Production Planning, Supply Chain, Quality, Test Engineering, and Program Management to resolve issues, remove constraints, improve product flow, and achieve delivery commitments.
- Implements and sustains Lean manufacturing principles and continuous improvement practices, including visual management, 5S, standard work, flow optimization, waste reduction, and capacity improvement initiatives.
- Maintains and reviews performance metrics for manufacturing operations and uses data-driven analysis to identify trends, drive corrective actions, and improve overall operational performance.
- Ensures manufacturing processes are executed in accordance with established company policies, procedures, workmanship standards, regulatory requirements, customer requirements, and labor agreement provisions.
- Partners with the Quality organization to ensure compliance to quality management system requirements and effective execution of nonconformance management, root cause analysis, corrective and preventive actions, and FRACAS activities.
- Supports annual AS9100 audit certification efforts by maintaining audit readiness within manufacturing operations, participating in audit preparation and response activities, ensuring procedural compliance, and driving timely resolution of audit findings or corrective actions.
- Ensures required records, documentation, and operational controls are maintained to support internal audits, customer assessments, and third-party certification audits.
- Assesses team capability and develops workforce plans to ensure appropriate staffing, cross-training, and skill flexibility to support production requirements and business needs.
- Maintains knowledge of direct report capabilities and ensures cross-training documentation is controlled and current to sustain production continuity across work centers.
- Owns and manages calibration compliance for manufacturing equipment and tools, ensuring proper scheduling, record retention, and adherence to quality system requirements.
- Identifies operational risks and develops mitigation and recovery plans to address production, staffing, quality, equipment, or material-related challenges.
- Promotes a culture of accountability, employee engagement, continuous improvement, and operational excellence through visible leadership and consistent execution.
- Represents Manufacturing Operations in cross-functional reviews, labor-related discussions as appropriate, escalation discussions, and business performance meetings.

- Bachelor’s degree and a minimum of [10] years of prior relevant manufacturing, operations, or production leadership experience in complex high mix manufacturing environment, or graduate degree with a minimum of [8] years of prior related experience. In lieu of a degree, equivalent combination of education and relevant experience may be considered.
- Prior leadership experience in a high mix manufacturing environment, preferably in aerospace, defense, electronics, or other highly regulated industries.

Preferred Additional Skills:
- Demonstrated experience leading cross-functional teams and driving operational performance across multiple manufacturing areas or product lines.
- Working knowledge of Lean manufacturing principles, visual management, 5S, continuous improvement, and performance metric management.
- Experience working within a quality management system environment and supporting compliance to AS9100 or similar standards.
- Knowledge of corrective action processes, root cause analysis, FRACAS, and nonconformance management.
- Experience with workforce planning, employee development, and cross-training management.
- Strong communication, organizational, problem-solving, and decision-making skills.
- Ability to lead in a fast-paced production environment and manage competing priorities effectively.
In compliance with pay transparency requirements, the salary range for this role in New Jersey area is $103,500.00 - $192,500.00
