Job Description:

The Manager – Material Management is an established people leader with the ability to work independently through self-initiated and delegated assignments, is a coach and mentor, and can effectively manage department resources to meet the needs of all internal and external customers and auditors while acting as a subject matter expert and functional representative when needed.  Can plan, schedule and monitor the cost accounts for direct labor and material for supply chain scope; acting as cost account manager (CAM) SME. Analyze actual material and labor cost and performance against the planned and proposed outcomes. Plan, schedule and monitor the efficient movement of material from receiving or the warehouse to production. Develop raw material requirements and scheduling requirements from engineering specifications and production schedules and coordinate material movement with purchasing, warehouse, and production. Utilize Material Requirements Planning (MRP) systems.

 

Essential Functions:

  • Develop and implement material management strategies to ensure efficient and cost-effective procurement, storage, and distribution of materials to ensure timely availability for production schedules.
  • Lead and mentor a team of 8-10 material managers of varying skill and experience levels, providing guidance and support to achieve department goals.
  • Subject matter expert for Supply Chain principles and concepts, data analytics, strategy development and execution in compliance with FAR, MMAS, MAAR-13, and CAS.
  • Serve as the supply chain interface to the program team and align integrated supply chain resources and solutions with business needs.
  • Chair material status meetings. Provide targeted information for review by program teams. Participate in supplier calls with procurement. Deliver presentations to large audiences (up to 50 ppl).
  • Develop a financial forecast for material with no oversight. Understand the link between financial forecast and earned value management (EVMS). Participate in estimate to complete (EAC) reviews with finance and engineering (EAC/ETC). Provide reports and variance analysis information for material earned value management.
  • Maintain program material cost, delivery, and labor baseline including change requests.
  • Collaborate with program to develop acceptable material schedules that encompass lead-times and operational queue times. Work with IPT to value material milestones and timelines.
  • Represent supply chain and provide input at gate reviews, EAC reviews and program reviews.
  • Collaborate with the program team to define appropriate execution methods to meet cash flow, cost, and schedule objectives upon program startup and during rolling wave.
  • Master Production Schedule (MPS) and MRP (under general supervision):
    • MPS maintenance and oversight; entry of item data and Bill of Material (BOM).
    • Utilize complex functionality within MRP to maximize supply and demand management including breakpoint pegging, unique work queue management, and view code application; yield zero aged unassigned requirements, minimal aged floor stock levels, and no material issuance without a demand.
    • Manage timely and complete purchase requisition release to general procurement and subcontracts teams.
  • Monitor and respond to internal cross functional metric trends related to that indicate early risks of supply chain disruptions.
  • Accountable for program closeout of material related contractual obligations (e.g. deliveries and open commitments, subcontracts HFM, material account close-out, residual material disposition).
  • Chair SCM program kick-off; prepare kick-off packages. As the Supply Chain point of contact (POC) for the program team (all functions), ensure timely issue resolution for questions, requests, requirements, and concerns.
  • Solve problems of high complexity by leveraging experience and through analysis of data. Identify trends and correlations in Material Management data. Report findings with recommended actions.
  • Interpret data from cross functional sources/influences; identify trends and correlations in the data. Develop action plans to address problematic trends and escalate large issues with functionally approved action plans.
  • Thorough comprehension of the use and purpose of MRP and supporting systems such as Control, Cognos, PeopleSoft Financials, and PDM and the interfaces between each. Develop acquisition solutions to service the needs of the program.

 

Qualifications:

  • Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Ability to obtain U.S. Security Clearance is required

 

Preferred Additional Skills:

  • Education / experience (Material Management, Finance, Supply Chain Management, Logistics Management, Operations Management, or Business Management) 
  • Relevant experience to be 7 years in Material Management, and a combination of 1 or more of the following directly related to Supply Chain, MM, Material Planning, MRP/MPS, completed internship, coursework, or practical experience that demonstrates analytical ability, strategy development and execution.
  • 10+ years of experience using MRP systems software.
  • Minimum 5 years experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)
  • Master Production Scheduling experience
  • Subject matter expert for Supply Chain principles, concepts, and practices
  • Able to communicate effectively with a wide array of management and professional levels and functions
  • Understanding of and basic knowledge of the manufacturing process
  • Experience working in the US DOD manufacturing industry
  • Strong verbal and written communication skills

 

In compliance with pay transparency requirements, the salary range for this role in New Jersey State is $95,000 - $176,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
