Job Description:
The Supplier Quality Engineering Manager has overall responsibility for assuring products and services procured from suppliers meet or exceed the quality requirements of L3Harris and our customers. The Supplier Quality Engineering Manager plans, organizes, directs and reports on all supplier quality related activities within the FOS Supply base. Quality related activities encompass the realm of both quality assurance and quality control and includes, but is not limited to, new supplier evaluations/approvals, supplier quality performance management, auditing of suppliers’ manufacturing processes and quality systems, advanced quality planning, design for manufacturability, process plan review/approval, inspection planning, material validation and testing, inspection/testing capability, certification review, nonconformance and corrective action response. Supplier commodities include machined, cast, injection molded, die-cut, and formed products, fasteners, packaging, electronic components, printed wiring boards, wiring/cable assemblies, connectors, energetics, adhesives, paint, lubricants, gaskets, and others. The Supplier Quality Engineering Manager is directly responsible for the overall performance of the Supplier Quality Engineers, Materials Engineer, and Receiving Inspection Supervisor, who is responsible for Receiving Inspection, gage/calibrations lab, and materials lab. Attend Aerojet Rocketdyne Supplier Quality group functions meetings and execute segment goals and objectives.
Essential Functions:
- Fostering a positive work atmosphere by acting and communicating in a manner that is cooperative and collaborative with internal, customer, and supplier personnel at all levels of their various organizations. Ensure a safe, secure, respectful, and high-integrity work environment.
- Establishes department objectives, including key metrics and strategic goals, by gathering and analyzing pertinent business, customer, supplier, and industry information.
- Manages and supports the accomplishment of department objectives by managing the evaluation, planning, and execution of department activities and by managing department staff which includes Supplier Quality Engineers, Materials Engineer, and Receiving Inspection Supervisor, who is responsible for Receiving Inspection, gage/calibrations lab, and materials lab.
- Utilize analytical and software skills to collect, analyze, prepare, and format reports to communicate information to internal, customer, and supplier personnel at all levels of their various organizations. Provide written and verbal reports on metrics, trends, supporting analytical information, activities, and projects to communicate departmental and project status.
- Develop and execute staffing plans. Recruit and hire personnel to support staffing plan. Develop and maintain a training program. Ensure personnel are properly trained for assigned responsibilities. Maintain training records IAW company policies and procedures.
- Coach and develop department personnel for high-performance execution and culture. Conduct performance appraisals.
- Enforce and develop company and departmental systems, policies, procedures, and productivity standards.
Body of Knowledge:
The Supplier Quality Engineering Manager shall be proficient in the use of, and the ability to train others in the following Quality activities/concepts:
- AS9100, ISO9001, or other Quality/Business Management Systems (QMS/BMS)
- Auditing of Quality/Business Management Systems and manufacturing/inspection/test processes
- Supplier management
- PPAP/APQP/MRL, process flow diagram, design/process FMEA, control plan, measurement system analysis (MSA)
- Design and Analysis of Experiments
- Data collection and analysis methodologies
- Use of probability & statistics to evaluate, understand, and form conclusions
- Process/Performance capability and Statistical Process Control (SPC)
- Acceptance Sampling (sampling concepts, sampling standards & plans, sampling integrity)
- GD&T and mechanical design principles
- Lean Tools (5S, Value Stream Mapping, Kanban, Visual Control, Waste, Standardized Work, Takt Time, Single Minute Exchange of Die)
- Quality Control Tools (flow charts, pareto charts, cause & effect diagrams, control charts, check sheets, scatter diagrams, histograms)
- Continuous improvement methodologies (Total Quality Management (TQM), Kaizen, Plan-Do-Check-Act (PDCA), Six Sigma, Theory of Constraints (TOC))
- Metrology/Testing (Measurement System Analysis (MSA), dimensional inspection, electronic inspection, destructive & non-destructive testing)
- AS9102 first article inspection reports, inspection planning, and certification/test report review
- Material control (identification, traceability) and nonconformance process (segregation, identification, evaluation, disposition)
- Root cause and corrective/preventative actions (8D methodology)
- Material validation and testing equipment and testing methodologies
- Working knowledge of various manufacturing processes (stamping, machining, casting, forming, injection molding, die cutting, welding, plating, testing, etc.) and product commodities (custom-metal products, custom-polymer products, fasteners, packaging, electronic components, printed wiring boards, wiring/cable assemblies, connectors, energetics, adhesives, paint, lubricants, gaskets, etc.)

Qualifications:
- Candidate shall possess a Bachelor of Science degree and shall have 9 years of prior related experience. Graduate Degree with a minimum of 7 years prior related experience. In lieu of degree, minimum of 13 years related Quality experience.
- Prior experience in being able to obtain support and influence internal, customer, and supplier personnel at all levels of their various organizations to successfully execute activities and complete projects.
- Prior experience in data analysis through the collection and organization of data to understand trends and make business-impacting decisions.
- Prior experience in risk management, risk-based decision making, and creating problem solving.
- Prior leadership experience to obtain buy-in from internal and external parties, manage complex situations, set priorities, and manage activities to accomplish objectives.
Preferred Additional Skills:
- Procurement experience with DoD and Government Contracts.
- Strong verbal and written communication skills for communicating data, status, concepts, and conclusions to customers and colleagues at all levels within the company.
- Ability to quickly learn new systems, processes, internal/external parties, and business dynamics and apply learnings to positively contribute to business execution.
- Ability to quickly learn new software skills which can be applied to learning ERP, Quality Management, and other software. Must have high-level competency with Microsoft Office (Excel, Word, PowerPoint) and data analysis software.
