L3Harris Technologies is seeking a motivated Program Management Specialist to support the Maintenance, Repair, and Overhaul (MRO) program supporting the MIDS-JTRS (Multifunctional Information Distribution System – Joint Tactical Radio System) terminal family. Reporting to and assisting the Senior MRO Program Manager, this position helps coordinate the cost, schedule, and technical performance of MIDS-JTRS repair, overhaul, and sustainment activities, supporting efforts to keep the fielded warfighter and international partner fleets at high levels of operational readiness.

 

The Program Management Specialist will assist in daily coordination with the MIDS Program Office (International Program Office/IPO), the U.S. Navy, U.S. Air Force, and a global community of allied and coalition customers to help plan, execute, and improve repair turnaround times, depot throughput, spares availability, and obsolescence management strategies. This role supports the Senior PM in balancing L3Harris Operations demands and capacity with customer repair requirements, helping to track and prioritize induction and turnaround schedules. The successful candidate will demonstrate strong communication, organizational, and teamwork skills, and a willingness to develop the relationship-building and cross-cultural awareness needed to support an international customer base.

 

Essential Functions:

  • Supports the Senior MRO Program Manager across all phases of the MIDS-JTRS MRO program, from receipt of assets through repair, test, and return-to-customer delivery.
  • Assists in tracking cost, schedule, and technical performance for the MRO program, contributing to the achievement of orders, revenue recognition, operating income, and free cash flow commitments.

     

  • Serves as a supporting interface with the MIDS Program Office, U.S. Navy/Air Force stakeholders, and international customers on matters related to repair status, turnaround time (TAT), depot capacity, and fleet readiness.

     

  • Assists in the preparation and coordination of program review sessions (PMRs), Integrated Baseline Reviews, and customer working groups.

     

  • Supports repair induction planning, prioritization, and throughput tracking to help meet operational availability requirements across a globally dispersed customer base.

     

  • Assists with obsolescence and diminishing manufacturing sources (DMS) initiatives to help sustain long-term repair capability for legacy and current MIDS terminal configurations.

     

  • Supports the preparation of proposals, repair pricing, statements of work (SOW), and terms and conditions for MRO contracts, task orders, and FMS cases.

     

  • Participates in support of contract negotiations, contract modifications, and repair/overhaul pricing agreements.

     

  • Coordinates with Engineering, Quality, Supply Chain, and Depot Operations to help resolve technical issues and track root-cause failure trends and repeat-repair discrepancies.

     

  • Helps establish and monitor program milestones, repair throughput goals, and material readiness plans; assists in identifying risks and implementing corrective actions.

     

  • Assists in coordinating the work of program personnel across technical, manufacturing/depot, and administrative areas assigned to the MRO program.

     

  • Supports growth of the MRO program scope, including expanding repair capability, new customer onboarding, and additional terminal variants.

     

  • Assists in preparing status updates and briefings for site and business unit leadership.

     

  • Performs other duties as assigned.

  • This position may require up to 10% travel for customer meetings, program reviews, and coordination activities.

 

Required Qualifications:

  • Bachelor's degree with 6 years minimum experience, or Master's degree with minimum 4 years' experience. In lieu of a degree, minimum 10 years prior related experience.
  • Ability to attain a Secret-level government clearance. 

 

 

Preferred Qualifications:

  • Prior exposure to MIDS-JTRS, Link 16, or other tactical data link terminal programs.
  • Familiarity with the MIDS Program Office (International Program Office) structure, processes, and stakeholders.
  • Exposure to obsolescence management and DMS mitigation for legacy electronic systems.
  • Strong interpersonal and cross-cultural communication skills for engaging international military customers.
  • Ability to help synthesize repair, schedule, and financial data into executive-level presentations.
  • Proficiency in MS Project, MS Office, and EVM/program management tool suites.
  • CAPM or PMP certification (or working toward certification).
  • Exposure to depot-level repair operations, test set development/utilization, and repair induction planning.
  • Helps maintain program data using Earned Value Management (EVM) and assists in preparing performance metrics and reports for internal leadership and the MIDS Program Office.

 

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $92,500 - $171,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
