Job Description:

L3Harris is seeking a Business Development professional to support the Integrated Systems & Encryption Division within the Maritime Sector in the Washington, DC, or Camden, NJ areas. As a global leader in maritime systems integration and encryption, L3Harris delivers advanced capabilities to U.S. Navy and defense customers across manned and unmanned platforms.

 

The successful candidate will drive growth within the Autonomous Undersea Vehicle Systems (AUVS) and Submarine Communications portfolios, expanding business opportunities across U.S. and international military and commercial markets. Key responsibilities include developing and strengthening customer relationships, identifying and shaping opportunities, leading capture efforts, supporting growth strategies, and contributing to proposal development.

 

This role requires deep subject matter expertise in unmanned undersea vehicles and submarine communications, combined with a strong understanding of business development and capture management processes, including Shipley methodologies. The candidate will lead complex, high-impact initiatives with minimal oversight, influence internal and external stakeholders, and implement strategies that deliver measurable business results.

 

 

Essential Functions:

  • Develop and execute growth strategies to increase orders, bookings, and successful captures
  • Build, strengthen, and maintain relationships with current and prospective customers to drive new business opportunities
  • Lead capture activities across the full business development lifecycle, including opportunity identification, qualification, pursuit strategy, proposal development, and contract award
  • Leverage expertise in Department of War (DoW) acquisition pathways, including the Defense Innovation Unit (DIU) and Naval Rapid Capabilities Office (NRCO), to accelerate business growth
  • Serve as a subject matter expert on L3Harris maritime, autonomous undersea vehicle (AUV), and submarine communications capabilities, effectively communicating value propositions to customers and industry partners
  • Develop and execute competitive pursuit strategies, including win themes, capture plans, and Price-to-Win (PTW) analyses
  • Assess market trends, customer requirements, competitor activities, and technology roadmaps to identify and shape future business opportunities
  • Lead cross-functional teams to develop compelling, compliant, and winning proposals
  • Prepare and present opportunity reviews, capture updates, and business cases to senior leadership
  • Conduct market intelligence and competitive assessments to inform strategic planning and investment decisions
  • Develop and maintain accurate business forecasts across key customers, markets, and product portfolios
  • Analyze customer organizations, stakeholder relationships, and decision-making processes to improve capture effectiveness
  • Demonstrated success capturing and growing business within DoW and U.S. Navy programs, particularly in submarine, undersea warfare, and autonomous systems domains
  • Deep understanding of DoW acquisition processes and Navy organizations, including NAVSEA, NAVWAR, Warfare Centers, and operational commands.
  • Proven leadership, strategic thinking, and decision-making capabilities in complex, competitive environments
  • Exceptional communication, collaboration, and relationship-management skills.
  • Ability to travel 25%-30% to support customer engagement, opportunity development, and capture activities

 

 

Qualifications:

  • Bachelors Degree or higher with a minimum of 12 years of prior relevant experience. Graduate degree and a minimum of 10 years of prior related experience. In lieu of degree, minimum of 16 years of prior related experience.
  • Military experience in the relevant portfolio area is highly encouraged
  • Active SECRET Security Clearance with the ability to obtain TS/SCI Security Clearance

 

Preferred Additional Skills:

  • Strong knowledge of and experience with capture management methodologies, including the Shipley process
  • Proven success leading and capturing business opportunities within the US Navy and Department of War programs
  • Deep understanding of DoW acquisition processes and Navy procurement programs
  • Hands-on technical and operational experience with US and International Navies unmanned undersea vehicles (UUV) systems and submarine communications
  • Established relationships within the US Navy UUV and Submarine communities
  • Experience engaging and influencing senior leaders across government, industry and commercial/civilian organizations
  • Demonstrated expertise in competitive assessments, customer analysis, capture planning, win strategy development, price-to-win analysis, proposal development and color team leadership
  • Understanding of US Navy UUV and submarine system lifecycles, including requirements development, systems engineering, architecture, acquisition, and sustainment
  • Exceptional leadership, decision-making, relationship-building, and team leadership skills, including the ability to collaborate across geographically dispersed organizations
  • Self-motivated, results-oriented professional with the ability to independently drive complex initiatives to successful outcomes
  • Strong written, verbal, and presentation communication skills
  • Proficiency with Microsoft Office applications, including Outlook, Excel, Word, PowerPoint, and Project
  • Ability to travel up to 25%-30% as required

 

 

 

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $146K - $271K. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia is $126K - $235K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
