Job Description:
L3Harris is seeking a Business Development professional to support the Integrated Systems & Encryption Division within the Maritime Sector. This is an onsite position in the Camden New Jersey Waterfront neighborhood. As a global leader in Encryption Systems development, integration and production, L3Harris delivers advanced capabilities to U.S. defense customers including the U.S. military, the Intelligence Community, National Security Agency, and Space Development Agency.
The ideal candidate will drive growth within the Encryption Systems business area, expanding business opportunities across military and other governmental agencies. Key responsibilities include developing and strengthening customer relationships, identifying and shaping opportunities, leading capture efforts, supporting growth strategies, and contributing to proposal development.
Additionally, the model candidate will possess deep expertise in cryptographic systems and encryption technologies, military satellite communications (MILSATCOM) and Key Management, along with a strong background in business development and capture management, including experience with the Shipley Capture Process. Supporting the Integrated Systems & Encryption Division within the Maritime Sector, this role will lead complex, high-impact initiatives with minimal oversight, influence strategic decisions across internal and external stakeholders, and execute operational plans that drive measurable business results.
Essential Functions:
- Develop and execute strategies to increase capture success rates and subsequent orders
- Build and strengthen relationships with current and prospective customers to drive business growth
- Lead capture activities across the business development lifecycle, from opportunity identification through contract award
- Demonstrate expertise in Department of War rapid acquisition mechanisms, including BAAs, OTAs, and DIU initiatives
- Leverage in-depth knowledge of L3Harris products, systems, and solutions to identify and develop new business opportunities
- Develop capture, bid, and Price-to-Win (PTW) strategies for targeted pursuits
- Analyze customer demand, competitor offerings, and market trends to inform product and business strategies
- Build and lead cross-functional teams to develop winning proposals
- Prepare and present opportunity reviews and recommendations to senior leadership
- Assess market conditions, competitive positioning, and customer requirements to guide pursuit strategies
- Develop customer, market, and product-line forecasts to support business planning
- Identify key decision-makers and influencers within customer organizations and develop engagement strategies
- Apply deep knowledge of DoW acquisition processes and programs across the U.S. military services, Intelligence Community (IC), Space Development Agency (SDA), and National Security Agency (NSA)
- Intimate knowledge of MILSATCOM and Key Management Enterprise technologies, market trends, concept of operations and operability
Qualifications:
- Bachelor’s Degree and a minimum of 9 years prior relevant experience. Graduate degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
- Military experience in the relevant portfolio area is highly encouraged
- Active SECRET Security Clearance with the ability to obtain TS/SCI Security Clearance
Preferred Additional Skills:
- Proven success leading new business pursuits, including competitive and customer analysis, capture strategy, proposal leadership, color team management, and Price-to-Win (PTW) development
- Strong knowledge and experience with capture management methodologies, including the Shipley Capture Process
- Demonstrated leadership, strategic thinking, and sound decision-making skills
- Ability to travel up to 25%-30% as required
- Experience engaging senior leaders across government agencies, major defense contractors, and commercial organizations
- Established relationships within the Intelligence Community (IC), National Security Agency (NSA) and Space Development Agency (SDA)
- Strong understanding of cryptographic systems and encryption technologies, including system lifecycle activities such as requirements development, architecture, and design
- Self-motivated professional with a proven ability to drive complex initiatives to successful completion with minimal oversight
- Excellent written, verbal, presentation, and stakeholder communication skills.
- Proficient in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint, Access) and Microsoft Project
In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $122K - $227K. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia is $106K - $197K. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
